About

The National Insurance Institute of Israel (NII), one of the pillars on which social policy in Israel rests, operates under the National Insurance Law, passed by the Knesset (Israeli Parliament) in November 1953. The NII aims to provide weak population groups and families in temporary or long-term difficulties with a financial basis for subsistence. Today the NI Law includes a wide variety of programs, such as  old-age and survivors, maternity, children, work injury, general disability, long-term care, unemployment, bankruptcy and liquidation of corporations.

 

In addition to the National Insurance Law, the National Insurance Institute is in charge of enforcing other laws and agreements in the field of social insurance, such as the Income Support Law, designed to protect every family from loss of income and to assist needy populations.

Minimizing Poverty - A National Goal                

The NII serves as an instrument for re-distribution of the national income. The most important social goal the National Insurance Institute has set for itself is to reduce the scope of poverty and the socio-economic gaps in Israel. This goal is achieved by paying benefits to those eligible and providing other services

                
Funding Sources                

The main source of financing NII benefits under the National Insurance Law is the national insurance contributions collected from all residents. In 2005 the NII covered 2,430,000 employees  – employed by 201,000 employers – and 595,700 non-employed persons, of whom 310,600 were self-employed.

                
Office Holders                

The National Insurance Institute is a corporation by law, under the supervision of the Minister of Social Affairs and subject to the review of the State Comptroller. The Minister is in charge of implementing the National Insurance Law, is authorized to enact regulations to this Law and is chairman of the NII Council.

                
Public Inquiries                

Much information can be found in the website regarding your rights and obligations in the National Insurance Institute. There are a variety of ways to contact the National Insurance Institute. 

For complaints and personal appeals, use the Claim Form. Please make sure to note your ID number on the form.

 

For general questions, use the General Questions Form , and the professional  department  will respond as soon as possible. The National Call Center provides the followings services: general information, inquiries – personal information, ordering authorizations, debt payments using credit cards, ordering payment stubs, ordering blank forms and guidebooks.

Fraud Prevention                
The National Insurance Institute (NII) pays the public some 45 billion shekels a year through benefits. The NII acts to maximize take-up of rights on the part of Israel’s citizens, so that all those entitled to benefits under the law will receive them. At the same time, it acts to prevent persons not entitled to benefits from receiving benefits illegally or from deceiving the NII.

The transfer of money to non-entitled persons reduces the budgetary pie from which the NII pays benefits and harms the public at large.

In order to prevent the illegal transfer of funds, the NII established an Investigations Department, as well as a Coordination Unit to deal with the problem of fraud on a criminal level together with the Israel Police Force.

Great efforts have therefore been made in making the information and services on the site accessible to persons with disabilities.
