Income Support - People who are not eligible for benefits

The following are not eligible for benefits:
        A person residing in an institution whose entire maintenance is paid by the State, the Jewish Agency, a local authority or a religious institution;
         A person serving compulsory military service in the IDF, and his spouse;
        A member of a kibbutz or cooperative moshav;
        A student attending an institution of higher education, an institution of post-secondary studies, a yeshiva or a Torah institute and an institution for training religious clerics (except for students attending an institution that provides vocational training, who have been referred by the Employment Service).

Despite the above, a single parent can pursue post-secondary studies or studies at an institution of higher education, except for studies toward a master's degree or a doctorate, and still be entitled to benefit, provided that he received benefit for 16 of the 20 months preceding the month in which his studies commenced.

In the above circumstances, the benefits will be paid for 36 months only.

A single parent who is working can pursue studies and be entitled to benefits if, in addition to these conditions, the Employment Service Bureau certifies that there is no alternative or additional work for him.

A vehicle owned or utilized by the insured person precludes entitlement to benefits, except for the following:
