Children entitled to a maintenance allowance:
An orphan who, due to the death of his parent, is receiving a survivors’ pension or a special survivors’ benefit.
An orphan who has lost both parents and is receiving two survivors’ pensions is entitled to a maintenance allowance for each parent.
The maintenance allowance is paid to orphans who devote most of their time to post-secondary studies or to vocational training, provided that they have completed 8 years of compulsory education, and they are not being supported by the State. In addition to these conditions, they must also meet the requirements of a means test.
Widows/widowers are entitled to receive a maintenance allowance for their children, even if no increment to their survivor's pension is paid for them.
The monthly rate of the maintenance allowance for children whose parents are receiving a survivors’ pension with an increment for them is NIS 551 (as of 01.01.2012) .
The monthly rate of the maintenance allowance for children whose parents are not receiving a survivors’ pension is NIS 763 (as of 01.01.2012) .
Before the start of the school year, the National Insurance Institute sends out the Claim for a Maintenance Allowance form to the family of the deceased. The form should be filled out, and certification of income and certification of the child’s school attendance should be attached. The documents should then be sent to the Old Age and Survivors Department at the National Insurance Institute branch near the place of residence. The Claim for a Maintenance Allowance must be filled out for each school year.
