Victims of Hostilities - Special payments for disabled persons who have no income

The special payments are intended for disabled persons who, because of their disability – recognized as the result of a hostile action – or because of their personal statistics (age, physical condition unconnected with any hostile action, level of schooling, work experience, etc.) do not have a sufficient income to support themselves. Disabled persons who wish to receive a special payment must fill out a request form and attach to it authorizations of income, medical authorizations and any additional relevant authorizations in accordance with the particular type of special payment requested. Eligibility to receive a special payment is based on defined criteria and is conditional upon the recipient’s cooperation within the context of the rehabilitation process. Eligibility for payment is from the date of the submission of the request.

 

Needy person benefit

A needy person benefit is granted to disabled persons whose temporary or permanent level of disability is not less than 50%, in effect for at least one additional year; whose age at the time of the first request’s submission was 18 years or more but was not more than 67; who are unable to earn a livelihood because of a disability recognized as the result of a hostile action; whose income from any source does not exceed the amount designated as an “income sufficient for self-maintenance”; and who, according to the decision of a special committee, could not be rehabilitated shortly after their injury.

Benefit for persons who are not gainfully employed

 

A benefit for persons who are not gainfully employed is granted to disabled persons whose temporary or permanent level of disability is not less than 20%, in effect for at least one additional year; whose age at the time of the first request’s submission was 18 years or more but was not more than 67; whose total income from all sources (excluding benefits granted under the law governing benefits to hostile action casualties) does not exceed half of the “determining wage”; and who produce evidence that they have done everything in their power to receive or increase their income;

 

  • Who were registered with an employment bureau as a job seeker within seven days of their becoming not gainfully employed and who continue to be registered as job seekers.
  • Who have not refused any job proposed to them by the employment bureau; and who produce evidence that they have made attempts to integrate into the job market.
  • Who are in a rehabilitation process of diagnosis or job training.

 

Disabled persons who have completed their studies at an institution of higher learning, whose level of disability is not less than 40% and who still have not found work, are eligible for a benefit for persons who are not gainfully employed for a maximum period of six months from the day of their completion of studies.

The benefit for persons who are not gainfully employed is limited to a maximum period of 24 months.

Special benefits

A special benefit is granted to disabled persons whose age at the time of the first request’s submission was 18 years or more but was not more than 67; whose temporary or permanent level of disability is not less than 20%, in effect for at least one additional year; who are unable to earn a living because of their disability – recognized as the result of a hostile action – or because their recognized disability together with their personal condition renders them incapable of earning a living; whose income from any source does not exceed the amount designated as an “income sufficient for self-maintenance”; and who, according to the decision of a special committee, cannot be rehabilitated.

Disabled persons whose disability level is between 20% and 39% are eligible for a Level 05 special benefit.

Disabled persons whose disability level is between 40% and 100%, regardless of the nature of the injury, and disabled persons with a recognized emotional impairment or head injury whose overall disability level is between 20% and 39% – on condition that the disability that has been determined for them because of the emotional impairment or head injury is not less than 10% - are eligible for a Level 06 special benefit.

Early retirement benefit

An early retirement benefit is granted to disabled persons who have retired from their place of employment and who are not engaged in any job or business; whose age at the time of the first request’s submission was 50 years or more but who are not yet 67 years of age; whose temporary or permanent level of disability is not less than 35% in effect for at least one additional year (or have a recognized emotional impairment or head injury whose disability level is 20% or more); who are unable to earn a living because of their disability, recognized as the result of a hostile action, or because their recognized disability together with their personal condition renders them incapable of earning a living; whose income from any source is no more than 200% of the average wage (300% for a disabled person with a family); and who, according to the decision of a special committee, cannot be rehabilitated.
