Income Support - Exemptions from the employment test

 A prisoner doing public service work
 A released prisoner
 A prisoner under house arrest
 The mother of a child under two years of age
 A single parent father of a child under two years of age, who is in his custody
 A person who has reached retirement age 
 A pregnant woman from the 13th week of her pregnancy
 A person who is too sick to work more than 30 consecutive days.
 A person caring for a sick family member
 An abandoned child or an orphaned child
 A person undergoing vocational rehabilitation
 A person learning in an ulpan
 A person learning in an ulpan under the auspices of the Ministry of Immigrant Absorption - morning studies, 5 days a week
 A person who has been recognized as an alcoholic by the Center for the Treatment of Alcoholics, under the supervision of the Ministry of Labor
 A drug addict
 A homeless person
 A person in dire straits due to a tragedy or unexpected occurrence
 The mother of a disabled child
 A person sent for vocational training during the daytime by the Employment Service

  A prisoner doing public service work
A prisoner who is employed in public service work under the Penal Labor Ordinance.
Required documents: Authorization from the Israel Prison Service.
Period of entitlement: As long as the prisoner is performing the service work.

A released prisoner
A person who was in prison for at least 6 consecutive months, provided that he submitted a claim for benefits up to two months after the month in which he was released.
Required documents: Authorization from the prison
Period of entitlement: Two months – for a person who submitted a claim during the month that he was released or during the first month after the month of his release; One month -  for a person who submitted a claim during the second month after the month of his release.

A prisoner under house arrest
A person who is under house arrest during all hours of the day, and there is a court judgment on the period of the house arrest.
Period of entitlement: As long as this condition exists.

The mother of a child
A mother who has child under the age of two, including the mother in a foster family.
Period of entitlement: As long as the above conditions exist.

A single-parent father
A father who is a single parent (including a married father who is living apart from his spouse) who has exclusive custody and care of a child under the age of two.
Period of entitlement: As long as the above conditions exist.

A person who has reached retirement age

A pregnant woman
Required documents:  Medical authorization stating the week of pregnancy.
Period of entitlement: From the 13th week of the pregnancy to the end of the pregnancy.

A person who is too sick to work more than 30 consecutive days
This refers to a temporary illness, accident, surgery, or someone whose entitlement to a disability pension is under examination, and a decision has not yet been rendered.
Required documents:  Medical authorization of the illness and the period of time that the person is not able to work.
Period of entitlement: As long as he is not able to work, up to 6 months.

A person caring for a sick family member
A person who has a family member (spouse, parent or child, including a child in a foster family or an adult child) who is ill and requires constant supervision, and he lives with the patient in the same house and cares for him during most hours of the day, for at least 45 consecutive days (before submission of the claim for benefit).
Required documents:  Medical authorization regarding the need for constant supervision of the patient. The authorization must specify the period of supervision.
Period of entitlement:
Up to 6 months
Over 6 months:
1.   If the child is receiving a benefit for disabled child from the National Insurance Institute and his mother is caring for him, or if the disabled child is in the exclusive custody of his father who is caring for him.
2.   If the sick parent is a father aged 65 or older, or a mother aged 60 or older.

A parent caring for a sick child (either a young child or an adult child) is not entitled to benefits if the spouse is defined as "unplaceable" or has reached  retirement age(unless the child is hospitalized) or if the spouse is entitled to benefit as a sole-parent father.
A person who is caring for a sick adult child or a sick parent is not entitled to benefit if the patient is receiving an attendance allowance, or another person is entitled to benefit for caring for the patient.

An abandoned child or an orphaned child

A person undergoing vocational rehabilitation
A person who is in a center for vocational rehabilitation or in a rehabilitational framework of the National Insurance Institute or the Prisoner Rehabilitation Authority, or in a rehabilitational framework under the supervision of a government ministry, and most hours of the day are devoted to the rehabilitation.
Required documents: Certification of active participation in the rehabilitation process.
Period of entitlement: As long as the person is in rehabilitation.

A person learning in an ulpan
A person learning in an ulpan under the auspices of the Ministry of Immigrant Absorption - morning studies five days a week.

An alcoholic
A person who is recognized as an alcoholic by the Center for the Treatment of Alcoholics under the supervision of the Ministry of Industry, Trade and Labor.

A drug addict
A person who is recognized as a drug addict by the entities authorized to do so by the Minister of Industry, Trade and Labor.

A homeless person
A person handled by the Social Services Bureau at the Ministry of Social Affairs and defined thereby as homeless.

A person in dire straits due to a tragedy or unexpected occurrence
Period of entitlement: Up to two months.

The mother of a disabled child
Period of entitlement: Until the child reaches the age of 18.
