Loan for the purchase and installation of a wheelchair lift mechanism

The National Insurance Institute may give a loan to people with limited mobility who require and use a wheelchair, to purchase a wheelchair wheelchair vehicle, or a loan to purchase a mechanical arm that moves the wheelchair into the cargo area of the vehicle.

Conditions of entitlement

A person with limited mobility is entitled to assistance in purchasing a lift mechanism, if he meets the following main conditions (there are additional conditions):

1.   He is entitled to a mobility allowance at the time of submission of the application for a loan for the purchase of a lift mechanism.
2.   The medical committee or the medical appeals committee established that he requires and uses a wheelchair.
3.   He owns and possesses a vehicle suitable for installing a lift mechanism, and he has purchased a lift mechanism which is suitable for the vehicle that he owns, which is in his possession.
4.   He is not entitled under any law or other arrangement to receive a lift mechanism or a grant for the purchase of a lift mechanism, and if he is entitled, he chose to receive it in the framework of the Mobility Agreement.
5.   He did not obtain a lift mechanism or a loan to purchase a lift mechanism, and if he did obtain one, 5 years have elapsed from the date on which he received the mechanism or the assistance.

Rates of the loan

a.   A loan for the purchase of a wheelchair wheelchair vehicle in an amount equivalent to 95% of the price of the lift mechanism which was actually purchased, including the cost of its installation and the applicable taxes, but no more than an amount equivalent to $3,237 (including VAT).

OR

b.   A loan for the purchase of a mechanical arm that moves the wheelchair into the cargo area of the vehicle, in an amount equivalent to 95% of the price of the mechanical arm which was actually purchased, including the cost of installation and the applicable taxes, but no more than an amount equivalent to $7,132 (including VAT).

Payment

The loan will be provided after provision of a receipt showing payment of the part of the person with limited mobility and an original invoice from the installer.

Repeat assistance

A loan for the purchase of a lift mechanism is given once every five years, if the person with limited mobility meets the conditions of entitlement. Under special conditions, the NII will consider granting a loan for the purchase of a lift mechanism before five years have elapsed since the granting of the previous loan for that purpose. The loan becomes a grant after five years, unless the NII requires its repayment prior to that time.
