| Loan for the purchase and installation of accessories in a vehicle for special accessories |

The National Insurance Institute may grant a loan for the purchase and installation of accessories in a vehicle for special accessories.

| Conditions of entitlement | |
A person with limited mobility who receives a mobility allowance is entitled to a special loan to purchase accessories if he meets the following essential criteria:
1. The medical committee or the medical appeals committee established that he requires and uses a wheelchair. 2. The Medical Institute for Road Safety established that the most suitable vehicle for him is a vehicle for special accessories and determined the accessories that he requires for the purpose of driving or being driven in the vehicle. 3. He is not entitled under any law or other arrangement to receive accessories classified as special accessories or to a grant to purchase accessories and install them in a vehicle, and if he is entitled, he chose to receive the loan in the framework of the Mobility Agreement. 4. He or his guardian or an authorized driver signed an undertaking in which they undertook, among other things, to insure the accessories for their full value, as they were on the day they were installed in the vehicle, and for as long as the person with limited mobility possesses the vehicle.

| Rate of the loan | |
The loan is given for 95% of the value of the accessories - approved by the Medical Institute for Road Safety - which have been installed in the vehicle, and it is based on an accessories price list drawn up by the NII which establishes the average price for each accessory . The assistance is provided to a person who drives himself or to someone who is driven by another person, whether it involves initial assistance or repeat assistance. In any case, the assistance is only given for new accessories.
The loan becomes a grant after five years, unless the NII requires its repayment prior to that time. |

| Payment | |
The assistance is paid in stages. The final payment is contingent on the following:
a. Examination of the vehicle after it is accessorized at an institute approved by the Ministry of Transport. b. Notation of the accessories that were installed in the vehicle on the vehicle registration. c. For a person who drives himself - examination of the vehicle after it is accessorized at the Medical Institute for Road Safety, and receiving the Institute’s certification that the accessories were installed properly and are serving the person with limited mobility as required. |

| Repeat assistance | |
A person who meets all the conditions of entitlement for the loan can submit an application for an additional loan for the purchase of accessories once every five years. Under special conditions, the granting of a loan to purchase accessories for a vehicle for special accessories will be considered before five years have elapsed.
A person with limited mobility who received a special loan for the purchase of accessories is entitled to a standing loan for replacing his vehicle 60 months after the date of receipt of the standing loan that was granted for purchasing the vehicle in which the accessories were installed. |

| Tip regarding the loan | |
A person with limited mobility who receives assistance to purchase accessories undertakes to insure the accessories for their full value on the date of purchase, and to make the National Insurance Institute Mobility Department the beneficiary for monies paid out for theft or damage, at the rate of the NII’s lien on the vehicle.
The mobility allowance paid for a vehicle for special accessories also includes a component for comprehensive insurance for the accessories at their full value – as at the date of their installation. |
