| Monthly Mobility Allowance |

|
A monthly allowance paid to a person with limited mobility to assist with mobility expenses, whether or not he possesses and has a vehicle.
Those who possess a vehicle as well as those who do not – receive an increment to the allowance if the round trip distance between their home and workplace is at least 40 km, to assist with the additional travel expenses.

| Conditions of entitlement | |
A mobility allowance is paid to a person with limited mobility who owns a vehicle or who does not own a vehicle. |

|
|
| When to submit the claim and time of payment | |
The mobility allowance is paid as of the first of the month in which the person with limited mobility submitted an application to the medical committee for a medical examination, provided that he submitted the application for the mobility allowance to the National Insurance Institute within two months of the date of dispatch of notification regarding the decision of the medical committee (or the medical appeals committee) stating the percentage of disability that was determined for him.
If the person with limited mobility submits the application for the allowance to the NII later than two months from the date of dispatch of notification regarding the decision of the medical committee (or the medical appeals committee), the allowance will be paid to him retroactively for the two months that preceded the month in which the application was submitted to the NII. The mobility allowance is paid for the periods of time specified in the first paragraph (above), only if, during all these periods of time, the person with limited mobility continues to meet all the conditions entitling him to the allowance. |

| Allowance amounts for those without vehicles | |
A person with limited mobility who is entitled to an allowance for a person without a vehicle, is entitled to an allowance in an amount equal to the mobility allowance paid to a person with limited mobility who has a valid driver’s license, earns a salary, owns a vehicle with an engine volume of 1,800 cc, and for whom a 100% mobility limitation has been established. The monthly allowance is NIS 2,049 (as of July 1, 2008).

| While staying abroad | |
Payment of the mobility allowance ceases when the person with limited mobility leave the country for a period of more than one calendar month.
If he received a mobility allowance for a period of at least three consecutive months before leaving the country, the allowance will be stopped only at the end of six consecutive months from the date of his departure from Israel. |

| Termination of payment of the allowance | |
Payment of the mobility allowance, both to a person who owns a vehicle and a person without a vehicle, may terminate if one of the following occurs:
One of the conditions entitling the person to a mobility allowance ceased to exist or did not exist.
The vehicle was sold or the person with limited mobility died.
Six months have passed from the date on which the Medical Institute for Road Safety determined new driving restrictions requiring replacement of the vehicle and the person with limited mobility did not replace his vehicle and there is no one to drive him in the vehicle.
The person with limited mobility has not used the vehicle for at least three consecutive months.
The person with limited mobility has been hospitalized for at least three consecutive months and he is not entitled to an allowance for a person without a vehicle who is living in an institution.
Three months have passed since the vehicle was stolen, destroyed or damaged, and an appraiser authorized by the National Insurance Institute determined that the vehicle cannot be repaired so that the person with limited mobility can continue to use it.
The person with limited mobility left the country for a period of over one calendar month. If he received a mobility allowance for a period of at least three consecutive months before leaving the country, the allowance will be stopped only at the end of six consecutive months from the date of his departure from Israel.
