The project must be coordinated with education, welfare or health officials.

The project must be coordinated with Municipality officials )if it is a local project(.

The project must be a new project, or expansion or assimilation of a successful project from a different location, or a substantial upgrade of an existing project.

The project must assist children or youth known to be at risk by education or welfare officials.

The project must not replace any other existing service.
