The grants of the Research Fund are not meant to replace State or public budgets for funding research that is under the responsibility of a government Ministry or any other public body.

Those submitting a research proposal may suggest conducting the research jointly with researchers from the Research and Planning Administration of the NII; however, the NII is not obligated to accept this suggestion.

The approval of the research proposal does not obligate the NII to transfer data from its administrative files.

An application to the Research Fund or authorization to finance the research do not constitute the Committee for Information Transfer of the NII (which is governed by the Protection of Privacy Law)or use of the research room at the Research and Planning Administration.

The NII will be responsible for issueing a call to research in specific areas.

The NII is responsible for requesting another round of research presentations during the year, according to its considerations, including budgetary ones.
