Registration at the National Insurance Institute is automatic, via information received from the IDF.
If you were charged with insurance contributions as a non-worker while you were doing compulsory military service, you must present your local NII branch with a certificate of service from the IDF indicating your status as a soldier doing compulsory service and the duration of your active military service and unpaid military service (starting and finishing dates). Your debt will consequently be annulled.
