Does a person staying in a convention State have to pay health insurance contributions?


  • An Israeli resident who stays in a convention State and has no income, must pay health insurance contributions at the minimum rate NIS 116 (as of Jan 01, 2024).
  • An Israeli resident who stays in a convention State and whose income is subject to insurance contributions – must pay health insurance contributions at the rate of 5% on the income above 25% of the average wage NIS 3,134 (as of Jan 01, 2024).
    If his or her income is below 25% of the average wage – he or she will be taxed at the minimum rate NIS 116 (as of Jan 01, 2024).
