| What is a representative? | |
| A representative acts as the insured person's agent, appears as his representative before the National Insurance Institute and handles his affairs. |
|

|
|
|
|
|
|
| Power of attorney | |
| Every representative must submit a power of attorney form signed by the insured before he is allowed to perform actions in the insured's account or receive any information from the National Insurance Institute.
Notice: at the end of the form there is a paragraph concerning information on benefits. The representative will be allowed to receive information concerning benefits only if the client signs this part of the form as well.
The form should be sent to the National Insurance Institute local branch where the client is registered. Representatives connected to the National Insurance Institute's client representation system should send the power of attorney to the Department of Technological Services at the head office of the NII. |

| Issues that can be handled by a representative | |
- Filing a request to open a non-employed dossier.

Certification of income report, signed by the insured – (submission of assessment summary as validation of assessment).

Arranging a payment agreement for the insured or for the employer.

Filing a request to reduce fines and linking, and negotiation for this purpose.

Filing a request to change imprests, signed by the insured (increase of imprests does not require a signature).

Submission of change of status declaration, signed by the insured. The required certifications must be joined. |

| Issues that cannot be handled by a representative | |

Receiving credit balance returns in the insured's name.

Signing, in the insured's name, a declaration stating that he no longer resides in Israel. This declaration must be signed by the insured in person.

Signing in the insured's name a declaration concerning decrease of insurance payment imprests. This declaration must be signed by the insured in person, and a certification from a tax consultant or an accountant must be attached.

Signing, in the insured's name, a declaration stating that he is no longer self employed. This declaration must be signed by the insured in person.

Signing, in the insured's name, a request for a benefit, or waiving or settling regarding a benefit part of it. |

| Employees of a representative contacting the National Insurance Institute | |
A representative's employee, contacting a local branch of the National Insurance Institute in the representative's name, concerning the representative's client, should provide an authorization from the representative (written on the representative's official stationery), specifying the following details:

Information on Coordinates of the representative – first and last name, ID, office address and phone number.

Employee's name, employee's ID.
- Name and ID of insured (client), subject of application.

| Tax consultant | |
| A certified tax consultant wishing to represent other persons before the National Insurance Institute must pass a test concerning the National Insurance law and its regulations with a grade of at least 70. The National Insurance Institute holds 2 exams per year. |

| Connecting to the client representation system | |
The National Insurance Institute allows representatives who meet the criteria determined by the law and its regulations to connect to the client representation system. The system is a secured system, which connects to the National Insurance server and allows a representative connected to the internet to retrieve and enter information regarding his clients.
In order to connect to the system, you must fill the client representation system connection request form and send it by fax to 02-6515401. |
