Disabled child

A disabled child benefit is paid to a disabled child between the ages of 91days and 18 years, in accordance with various disabilities and the extent of dependence on others. Children with hearing impairments according to the definition in the law and children with Down’s Syndrome receive the benefit from the date of birth. A child who is entitled to benefits for more than one disability receives the benefit according to the disability that entitles him to the highest amount. The right to the benefit is not indefinite and is examined from time to time.

Who is eligible?                

         A child from the age of 91 days to 3 years, who is suffering from a severe developmental delay.
      A child from the age of 91 days to 18 years, who requires constant supervision.
       A child from 3 to 18 years, who is far more dependent on the help of others than other children his age.
         A child with a special disability: a hearing disability from birth to 18 years, Down's syndrome from birth to 18 years, a vision disability from 91 days to 18 years, autism and similar conditions, from 91 days to 18 years.
        A child from the age of 91 days to 18 years who requires special medical treatment.

                
Conditions of entitlement                

a. The child is the child of an insured person who is a resident of Israel.
b. The child is located in Israel.
c. The child is not living with a foster family or in an institution.
d. The child is not receiving a mobility allowance, except for a child who has been classified as being 80% mobility disabled, or requires a wheelchair and uses it.

                
How to submit the claim                

The claim for the benefit must be submitted by the parent with whom the child is living. If the child is not living with his parents, the child’s guardian or the person who is actually caring for him must submit the claim. The claim should be submitted at the branch of the National Insurance Institute closest to the child’s place of residence on the form Claim for Benefit for a Disabled Child.

                
Submitting a repeat claim

A repeat claim can be submitted for a child for whom a previous claim was rejected or for a child who is receiving a partial benefit, after 6 months have elapsed from the date of the rejection of the claim or the date of notification of the benefit.
The claimant can request a new hearing of the claim at any time, provided that he submits medical certification of the worsening of the child’s condition.
The National Insurance Institute will consider the application only after 6 months have elapsed from the date of rejection of the application for the benefit or from the date on which the rate was determined. However, if, after receipt of the medical documents, in the opinion of the Institute’s doctor there are new facts that would justify increasing the rate of the benefit, the application will be considered even if 6 months have not yet elapsed from the date of the previous decision.

Period of entitlement                

The benefit is paid to a disabled child from the month in which the claim is submitted. However, the NII may also pay the benefit for the period preceding submission of the claim if, according to the medical documents submitted, conditions existed that entitled the child to the benefit.

Benefit Rates                

The benefit for a disabled child is composed of a benefit for special arrangements and a benefit for scholastic assistance and for developmental therapy.

The amount of the benefit is calculated in percentages of the full disability pension for a single person, which is currently NIS 2,119 (as of 01.01.2012) .

Recipients of the maximum benefit for a disabled child also receive a NIS 360 (as of 01.01.2012) .
