Expanding rights and grants for orphans, widows and bereaved parents


The National Insurance Institute updates on the expansion of eligibility and improvement of benefits and rights provided to orphans, widows and widowers, bereaved parents of hostile actions casualties

As of February 1, 2026, the scope of recognition, support and rights for orphans, widows and bereaved parents of hostile actions casualties has been expanded.
The law expresses the state's commitment to continue strengthening support for bereaved families and adapting to the various needs that have arisen over the years.
The implementation of the law will begin on May 1, 2026.

Interventions for emotional well-being

Bereaved parents, siblings, widows and widowers, and orphans - are entitled to up to 162 interventions for emotional well-being, in parallel with mental health care.

Financial assistance

Widows and Widowers

  • Assistance in hiring a caregiver for widows who are mothers of children up to the age of 6, depending on the child's age.
  • Special grant for a widow in the first year of mourning - entitlement to an additional monthly benefit at the level of the average salary for 12 months starting from the month following the death of the deceased.
  • Eligibility for a grant for the purchase of a used vehicle - entitlement to a grant for the purchase of a used vehicle for personal use.
  • Tuition assistance of NIS 2,500 each year for orphans during their compulsory education.

Additional monthly benefit for widows and widowers with children up to the age of 6:
  • NIS 6,000 up to the age of 3 months.
  • NIS 3,000 from the age of 3 months to the age of 3 years.
  • NIS 1,500 up to the age of 6 years.

As of 1.2.2026, monthly benefits have been approved for orphans up to the age of 40

An orphan of a hostile actions casualty will be entitled to a monthly benefit:
  • A monthly benefit of NIS 3,651 will be paid to an orphan who has reached the age of 21 and until they reach the age of 30.
  • A monthly benefit of NIS 2,000 will be paid to an orphan between the ages of 30 and 40.

A one-time grant for orphans who were orphaned before the age of 21 and on the day the amendment to the law came into effect (1.2.2026) turned 30/40/60

  • An orphan who turned 30 on the day the law came into effect, and has not yet turned 40 – will be paid a grant of NIS 25,000 on the day they reach the age of 40, as well as an additional grant of NIS 25,000 upon reaching the age of 60.
  • An orphan who turned 40 on the day the law came into effect, and has not yet turned 60 – will be paid a grant of NIS 25,000 on the day the law came into effect, as well as an additional grant of NIS 25,000 upon reaching the age of 60.
  • An orphan who turned 60 on the day the law came into effect – will be paid a grant of NIS 50,000.

Bereaved parents

  • Bereaved parents who have a child up to the age of 3 will be entitled to an addition to the monthly benefit of NIS 2500, provided that the bereaved sibling was born within 5 years of the date of the victim's death.
  • Enrichment studies.
  • Increase in housing grant and loan.
  • Increase in hardship grants.
  • Installation of a lift for a residential apartment once every 10 years.
