Conditions and principles of activity


​Target population

The Fund supports the development of services for people with permanent disabilities only.

Assistance is only given for the development of services provided directly to the target population.

Assistance characteristics

  • The Fund receives applications for assistance related to the matters relevant for assistance requests filing and calls for proposals determined for the working year.
  • The Fund provides assistance for the development of services - new construction, building acquisition, building expansion, building renovation and equipment - by training professional manpower, in technology R&D and acquiring technological means.
  • The assistance in training professional manpower is given for vocational training or new hiring as caregivers for people with disabilities.
  • Assistance with accessibility arrangements in a public building is only given as part of a new construction or throughout renovation of a building whose main purpose is the provide service to people with disabilities.
  • Assistance to corporations (ltd), is only given for projects in the field of vocational rehabilitation and for the development of assistive means and new technological equipment (barring special call for proposals for the equipment of community housing operated by private companies, issued since 2017).
  • Fund's assistance for projects of infrastructure development is granted for construction complying with recognized standards in the field*.
  • As per assistance with services of government or public institutions, the assistance is given for building expansion or renovation insofar as they involve hard physical conditions. Assistance with new construction or building acquisition is only given when, due to security reasons or in light of high expansion or renovation costs, renovation or expansion of the location are impossible, or when it deals with the creation of a new service*.
  • Regarding assistance for community services, assistance is given for building expansion or renovation insofar as they involve inappropriate physical conditions or for operation upscaling need. Assistance with new construction and building acquisition is only given when, due to security reasons or in light of high expansion or renovation costs, renovation or expansion of the location are impossible, or when it deals with the creation of a new service*.
  • Regarding assistance with sport center installations, assistance is given for new construction insofar as their transfer from existing construction is impossible, or if they involve inappropriate physical conditions.

Budget

  • The bar of the assistance for Fund's participation in financing project costs stands at 90% of projects located in municipalities from socioeconomic clusters 1 to 4, according to rating of the Central Bureau of Statistics (CBS) and in conflict line settlements as defined by the Ministry of Defense, at 80% for projects located in municipalities from socioeconomic clusters 5 to 7, according to CBS rating, and at 70% for projects located in municipalities from socioeconomic clusters 8 to 10, according to CBS rating.
  • The bar of assistance for Fund's participation in financing  project costs stands at NIS 2,800,000 for projects located in municipalities from socioeconomic clusters 1 to 4, according to CBS rating, and in conflict line settlements as defined by the Ministry of Defense, at NIS 2,450,000 for projects located in municipalities from socioeconomic clusters 5 to 7, according to CBS rating, and at NIS 2,200,000 for projects located in municipalities from socioeconomic clusters 8 to 10 according to CBS rating.
  • The assistance to corporation (ltd) will not exceed 10% of Funds annual budget.

Order of priority

As to assistance with development of services, priority will be given to:

  • Services designed for Haredi, Arab, Druze and Circassian communities.
  • Services operating in conflict line areas as defined by the Ministry of Defense.
  • Services allowing normative integration of people with disabilities within the community.
  • Creation of new frameworks.
  • Service designed for people with severe physical, cognitive and mental disabilities and/or a population whose network of services is underdeveloped, such as: people suffering from autism.
  • Projects with a feasibility horizon achievable within the year of work.
