National Insurance: 5313 citizens murdered in terrorist actions, 79 of them since last year's Memorial Day


4,587 martyrs in the country; 1,017 citizens murdered since the October 7 tragedy; 14,815 bereaved family members are being treated by National Insurance; 4,932 orphans

Ahead of the Day of Remembrance for the Fallen in Israel's IDF and Hostile Actions Casualties, which will be observed on the evening of Tuesday, April 21, 2026 (4th Iyar 5776), the National Insurance Institute is publishing updated data on the harm to the civilian population in Israel following terrorist acts.

Data on Fallen and Bereaved Families

From 1851 (the establishment of the Jewish settlement in the Land of Israel) to the present day, the number of civilian casualties stands at 5,313. (620 before the War of Independence, 931 during the War of Independence, 3,762 since the end of the War of Independence).

  • From the day of the establishment of the state (4th Iyar 5778) to the present day, 4,587 civilians have been murdered, including 810 children under the age of 18.
  • In the past year, from Memorial Day last year to the present day, 79 civilians have been murdered in terrorist acts. 35 of them were murdered in the framework of ''Rising Lion'' (June 2025) and 27 in the framework of ''Roaring Lion' (March 2026).
  • The number of murdered citizens stands at 1,017 since the outbreak of the ''Iron Swords'' war.
  • 223 foreign citizens (workers and tourists) have been murdered in Israel since the establishment of the Jewish settlement to the present day, 12 of them since the previous Memorial Day.

Circles of bereavement

Terrorism and hostility have left 14,815 bereaved family members being treated through the National Insurance Institute, with 367 of them added to the circle of bereavement since Memorial Day last year:

  • 2,399 bereaved parents, 55 were added since Memorial Day last year.
  • 1,088 widows and widowers; the number of widowers and widowers on Memorial Day last year was 1,058.
  • 4,932 orphans (of which 473 are minor orphans), 142 orphans since last year.
  • 6,396 bereaved brothers and sisters. (of which 407 are minors), 140 were added since Memorial Day last year.

Compensation payments, rehabilitation and financial assistance to bereaved families

  • In the first quarter of 2026 (January to March), approximately 110 million NIS have already been paid in compensation and rehabilitation to bereaved families
  • Following Operation "Rising Lion", approximately 4.4 million NIS have been paid to bereaved families, and for Operation "Roaring Lion" approximately 250 thousand NIS have been paid so far.
  • In the last 3 years (January 2023 - March 2026) the National Insurance has paid over one and a half billion NIS to all bereaved families.

Disabilities, Injuries and Rehabilitation

The number of civilian victims of hostile actions in Israel currently stands at 99,156 citizens - 51,171 women and 47,985 men. Of the victims of hostilities, 49,113 are recognized as disabled to varying degrees.

  • 34,449 citizens are recognized as having a mental disability, 6,479 are recognized as having a physical disability, and an additional 4,448 with a combined disability (physical and mental).
  • 23,310 minors (children under the age of 18) are recognized and treated by the National Insurance Institute as victims of hostilities, 22,941 of whom have been added to the treatment system in the last three years.
  • There are 146 civilian prisoners of war (not from the security forces), of whom 29 are foreign citizens.
  • There are currently 170 citizens in Israel with amputated limbs as a result of terrorist acts, 13 of whom have been injured since the October 7 tragedy.
  • 71,562 of the victims live in the south of the country, a figure that constitutes approximately 72% of all victims in Israel.

Compensation payments, rehabilitation and financial assistance to victims:

  • The National Insurance Institute has significantly expanded the scope of economic support, and in the last 3 years (January 2023 - March 2026) the organization has paid an amount of approximately 7.32 billion NIS for all victims of hostile actions (including payments to foreign agents).
  • As part of the immediate response to the victims of the October 7 tragedy, a grant of "Assistance to the Victims of the October 7 tragedy" in the amount of 599 million NIS was provided to 79,309 eligible persons, of whom 27,595 are minors. 69,535 of the eligible persons are residents of the Gaza Envelope. The recipients of the aid also include 728 victims of the "Nova" party, of whom 118 serve in the security forces.
  • In the first quarter of 2026 (January to March), over 500 million NIS in compensation and rehabilitation have already been paid to all victims of hostile actions (including foreign agents).
  • Approximately 32.8 million NIS were paid for the victims and fallen of Operation "Rising Lion", and approximately 300 thousand NIS for Operation "Roaring Lion" (monthly compensation and grants, excluding foreign agents).
"This year's Memorial Day connects the heroes of the past with the heavy price of the current campaign. For us at the National Insurance Institute, memory is an open wound that expands before our eyes and obliges us to continue to support the bereaved families and the circles of bereaved and injured with piety and public service. As early as this coming May, the legislation will change and benefit widows, orphans, and bereaved parents. Our Hostilities and Rehabilitation Division will continue to be a stable anchor for the families and the wounded and to try and help, despite the great difficulty in rehabilitation and life, in order to try and ensure, from the fracture, also resilience and hope."

Commemoration and Ceremonies

  • "Laad" website: The National Insurance Institute continues the commemoration project to preserve the life stories of the fallen. So far, the burial places of 4,520 fallen have been located and documented in cemeteries across the country.
  • Broadcasts of the names of the fallen: The names of the fallen in hostilities will be broadcast on Channel CAN 26 on the eve of Memorial Day, Tuesday, April 20, 2026, starting at 2:30 PM and ending at 7:30 PM.
  • State Memorial Ceremony: The ceremony in memory of the Hostile Actions Casualties will be held on Wednesday, April 22, 2026, at Mount Herzl at 1:00 PM, At the Memorial Square for the Fallen in Hostile Actions, in the presence of the country's top brass and with the participation of the bereaved families.
