Who is entitled to the benefit?


The insured person whose claim has been denied and who failed to pay insurance contributions or was not registered as self-employed, for the following reasons:

  • Illness or accident
  • Imprisonment or arrest
  • Mistrials or bankruptcies
  • Service in the IDF
  • Being in enemy land
  • State of war or enemy operations
  • Natural disaster, extraordinary climatic conditions
  • Registration of age according to a judgment amended by the Ministry of the Interior
  • An employee of the National Insurance communicated incorrect information by mistake
  • Circumstances beyond the control of the claimant

Once the existence of one of above justifiable reasons has been established, an income test is conducted on the earnings of the applicant and his/her spouse who lives with the applicant.

The definition of a spouse and a child is as specified in the old age and survivors sections.

The applicant's income rate is examined according to the family composition (spouse and child).
