Main findings:

  • The poverty survey is based on administrative data on all citizens of the State of Israel and not on a representative sample, and on indices established by the OECD countries.
  • Whereas in 2021, the poverty line stood at NIS 2,892, in 2022 the poverty line rose to NIS 3,076, this stems from the increase in net median income at a rate of 1.9%.
  • According to the data of the poverty survey, in 2022 lived in Israel 1.98 million poor individuals, among them 873.3 thousand children and 152.5 thousand elderly people.
  • Between 2021 and 2022 - the incidence of poverty remained unchanged and stood at 20.9% among individuals, whereas among families there was a decline from 20.5% to 20.2%.
  • Likewise, the poverty survey of the National Insurance shows that there are 949.6 thousand poor individuals of working age in the State of Israel.
  • This time, too, it is clear from the poverty survey that transfer payments (allowances) reduce poverty among individuals in Israel. In 2022, the transfer of allowances and aid offered to individuals decreased poverty by 31.9% and to families by 40.3% - although this reduction is the lowest over those two years, the impact of State benefits on the reduction of poverty in 2022 has been higher than that registered before the Coronavirus crisis.
  • In 2022, an increased has been recorded, following the increases of the previous year, in depth of poverty and its severity, an this almost among all population groups.
  • In 2022, the incidence of poverty among Haredim (ultra-orthodox Jews) stood at about 35.3%, whereas in 2021 it stood at 34.4%.
  • Among the Arab population, the incidence of poverty was 39% in 2022 and 28.9% in 2021.
  • Among non-Haredim Jews - the incidence of poverty on families stood in 2022 at 14%, showing an improvement in their situation insofar as in 2021 the incidence of poverty on non-Haredim Jewish families was 14.7%.
