Clarification from the National Insurance regarding the advertisements of the new unpaid leave outline
1. Outline for businesses that have suffered damage due to the war - please contact the Tax Administration. The National Insurance does not deal with this issue.
2. Adjustments to unpaid leave insurance for employees placed on unpaid leave by their employer:
Four key changes to the legislation are required
The amendment has not yet been adopted, and until the law is amended, the National Insurance will not be able to begin implementing it and making the necessary adjustments:
A. Shortening the qualifying (insurance) period - to 6 months of work out of the last 18 months instead of 12 months of work out of 18 (under current legislation).
B. Shortening the minimum period of unpaid leave - the minimum period for which a person must be sent on unpaid leave. This period will be shortened from 30 days to 14 days.
C. Payment of unemployment benefits from the first day without compensation for the first 5 days, as currently provided for by law.
D. Payment of unemployment days without compensation for vacation days (current law requires payment only after vacation days have been exhausted).
Elements that have not yet been determined:
1. Exemption from the payment of insurance contributions for employers during the first two months.
2. Review of a potential response to evacuees based on needs identified on the ground.
3. Adjustment grant for people aged 67 and over.
National Insurance expectations regarding unemployment benefit claims from employees:
- The National Insurance anticipates that, as the duration of the fighting and the resulting economic restrictions continues, tens of thousands of unemployment claims will be filed by individuals employed in the economy.
- To be clear, the legislation has not been adopted and there are still some points to be clarified (as noted above), so the existing law remains in effect.
- The National Insurance will continue to keep journalists and the public informed, both through press releases and on the National Insurance's social media channels (Facebook, Instagram, WhatsApp channel, Telegram channel, etc.).
