The National Insurance Institute has issued a call for proposals for hostile actions casualties commemoration projects and increased the budget - by NIS 9 million compared to previous years.
In 5 days, the National Insurance will issue a call for proposals to local authorities, public institutions and non-profit organizations for financial support of hostile actions casualties commemoration projects, which is budgeted at NIS 12 million.
This year too, in line with the painful reality, the National Insurance has increased the amount by another NIS 9 million compared to the two previous years, in which the call's allocation was NIS 3 million only, which was distributed to 63 public projects and bodies to commemorate the victims of hostile actions, such as a commemoration project at the Sderot police station, the expansion of a wall for fallen soldiers in the Eshkol Regional Council, which suffered many losses, and more.
The project is intended to perpetuate the memory of the hostile actions casualties in the public space with a non-perishable commemorative element; Construction or renovation of a monument, a memorial room, writing a book, producing a film, digital commemoration, etc.
It should be noted that the National Insurance Institute does not determine in advance how many entities can compete, but rather declares that anyone who meets the conditions will receive financial support. Furthermore, if an unused budget remains in one of the types of activities, it will be divided among the other applications for that activity.
The National Insurance Institute's Hostile Actions Division will manage the procedure and determine the amount of assistance according to various indicators; the element must commemorate the victims hostile actions in a collective manner (two or more victims). Priority will be given to a local authority in whose territory there is no commemoration site for hostile actions casualties.
The amount of support for each project can reach up to NIS 300 thousand, according to criteria such as: the type of project, the cost of the project and the number of victims commemorated, etc.
Each local authority, public institutions and non-profit organizations can submit one application for a single memorial project/element only.
The application can be submitted until Wednesday, 22.07.2026 at 12:00.
If the commemoration consists of a monument - if there are other victims, the local authority/public institution undertakes to commemorate them in this monument.
Zvika Cohen, Deputy Director General of the National Insurance Institute: "The National Insurance Institute sees great importance in preserving the memory of hostile actions casualties. We are working to establish spaces that allow the personal stories of the murdered to be presented, alongside places designated for communion and remembrance - for families and the entire community. Our commemoration project is part of the national fabric of the State of Israel, and in times of war and crisis, its role takes on even deeper significance. We are proud to take part in shaping a shared and meaningful memory for those who lost the most precious to them."
