Joint statement by the spokesmen of the police, the National Insurance and the Tax Authority:

The Central District police, investigators from the National Insurance Investigations Division and the Central Investigations Assessor at the Tax Authority, succeeded in uncovering a fraud case worth millions of shekels, in which a couple of parents from Petah Tikva were arrested, who are suspected of forging medical documents regarding their children, under false representation, in order to receive "disabled child" benefits.

According to suspicion, the detainees also forged documents in a similar manner for dozens of other families who used the forged documents to receive "disabled child" benefits.

It should be noted that the couple is a well-known rabbi in the center area and at the same time the deputy principal of a special education school.

The case began with information accumulated in the division The investigations by the National Insurance Institute raised suspicions that the couple, in their 30s, fraudulently received "disabled child" benefits by forging medical documents that allegedly indicated autism and using them under false representation, knowing that they did not meet the criteria set forth in the law and some of them had no disability at all. According to the suspicion, the couple also carried out these actions for many other families.

The police officers of the Central District Fraud and Online Crime Unit, together with the National Insurance investigators and the Central Investigations Assessor at the Tax Authority, conducted a joint undercover investigation for about a year, during which they succeeded in exposing fraud amounting to millions of shekels in the taking of "disabled child" benefits.

As the undercover investigation developed, suspicions arose that the two main suspects, one of whom is a well-known rabbi in the center area and the deputy principal of a special needs school and his wife a kindergarten teacher, recruited parents who were aware that their children did not meet the eligibility conditions for the benefits, and submitted false claims on their behalf, forging medical documents, professional opinions and forms meant to be signed by recognized professionals.

It has also emerged from the investigation so far that the suspects received and took from the parents the personal details and private passwords in the National Insurance and acted on their behalf by identifying themselves in the National Insurance's computerized system, submitted claims on behalf of the families, using forged documents and in coordination with other parties, while for each case the suspects collected tens of thousands of shekels from families who took an active part in the fraud, knowing that this was an illegal activity.

In accordance with the evidence collected during the undercover investigation phase, this week, the investigation matured and moved to the overt phase, in which detectives from the Central District Fraud Unit arrested the couple - on suspicion that they, together with the parents and children, promoted a large-scale fraud, which included forging documents, false representations and receiving millions of shekels fraudulently.

The suspects and other involved parties were interrogated at the Central Fraud Offices on suspicion of receiving money by fraud under aggravated circumstances, forging documents with the intent to obtain money by means of it, using a forged document, fraud and breach of trust. At the conclusion of the investigation, they were brought before the Petah Tikva Magistrate's Court and, at the request of the police, the suspect's detention was extended until tomorrow (6.11.25) and the suspect's until 9.11.25.

The Israel Police, the Tax Authority and the National Insurance Institute view very seriously any attempt to defraud the state authorities and harm public funds, and will continue to act decisively and with all the means at their disposal to expose all those involved and bring them to justice. In addition, the National Insurance Institute and the Central Investigations Assessor at the Tax Authority will work to collect and return the funds taken by fraud.
