Clarification of the National Insurance about the plan published by the Treasury


Reserve service

1. As announced by the National Insurance, on 18/10/23 – in the wake of the war, and unlike regular circumstances, payment for reserve service days will be made at the beginning of the month and not at the end of the service period.

The announcement that the payment would be made at the end of the month (i.e. today or tomorrow) - is incorrect and inconsistent with the statement made by the National Insurance and therefore payments will be made as per our statement, in coordination with the Ministry of Defense and the General Accountant, and upon transfer of the files from the IDF to the National Insurance.

As mentioned above - the payment will be made in favor of the self-employed, businesses, employees, students and reservists who are not working - at the beginning of the month.

In the coming days we will inform the employers – about a website dedicated to file refund requests, without submitting documents and bureaucracy.

2. 125% increment for reservists - the National Insurance pushed to raise benefit for reservists. We don't know whether this will be the actual increment rate or not. At the time of this press release - we are not aware of such a law and the benefit to be paid to reservists will be in accordance with the existing law.

Unpaid leave

3. The plan that came out last night significantly improves the matter of unpaid leave, however:

- The legislation has not passed yet and the terms of unpaid leave, as of this time, are valid according to the former law that was modified by the previous legislature after the Coronavirus.

- The National Insurance wishes to add to the law an extension of days of eligibility - since for those who have been unemployed in the past 4 years (due to Coronavirus, summer unpaid leave, etc.) – their eligibility have been significantly reduced in terms of eligibility days, and in some cases they were only entitled to a few days.

Occupancy grant

4. Occupancy grant for evacuees - the National Insurance will be the destination for any grant that reaches its on behalf of the public, at the moment of this press release, the legislation has not passed yet. However, the National Insurance is working on programming systems for the payment of the grants.

Important note 

We are issuing this clarification because last night announcement, which has been relayed by the media today - causes a very large number of reservists, people who were put on unpaid leave and so forth, to seek for a solution when things are actually different. We recommend in the future to check the details with the National Insurance in order to avoid misleading the public and to make a statement in conformity with the reality and without creating disinformation for citizens.
