National Insurance data on the state of war and the treatment of victims


  • At the end of the week, out of 4,839 wounded, the National Insurance made personal contact with 4,763 of them (98%).
  • Of the 696 families of people killed during the war, the National Insurance made personal contact with 629 families (90%). 

It should be noted that, every day, the lists sent to the National Insurance are updated. In addition, many missing persons have been declared hostile actions casualties over time.

To date, the names of 207 hostages and missing persons (166 hostages, 41 missing persons) and personal contact has been established with 196 families, who have each received a mobile number from a National Insurance employee in order to meet all their needs.

According to information received by the National Insurance, about 48 foreign workers have been taken hostage or reported missing (in addition to the 207 mentioned above) – in cooperation with the Ministry of Foreign Affairs, efforts are being made to reach families,  help bring them and provide them with financial assistance as victims of hostile actions.

Transfer of advances for hostages

From Monday 23/10/23, with the adoption at the Knesset of the plan established between the National Insurance and the Ministry of Finance – the National Insurance began to transfer advances for hostages in the amount of 10,000 ILS per beneficiary, depending on family composition.
In other words: a family of a hostage who has a spouse and parents – the spouse and parents will receive support on their behalf.

For the first time - Promoting a plan for the siblings of hostages and adult children.

Out of 166 hostages, payment was made for 141 of them. For the 25 of them who have not been paid, this stems from the absence of a spouse, parents or minor children, which is a condition for paying them. It is important to note that there are adult children (over the age of 21) and siblings of hostages for whom the National Insurance is promoting a change in the plan to include them, too, in the assistance provided.

This is a legislative change, justified by the fact that the State of Israel has never experienced such a situation and the discussion on this subject in the Knesset will take place on Tuesday, 31.10.2023, at 13:30.

Of the 41 names of missing persons transferred to the National Insurance – payments were made for 30 of them and 11 were not paid due to the absence of a nuclear family member to whom a payment could be made.  

As noted, this Tuesday (31/10/23), the National Insurance, beyond promoting solutions for first-degree relatives (siblings and children over 21 years old), will also seek Knesset approval for additional financial assistance to one of the family members for expenses arising from the struggle for the return of hostages and missing persons.

In the last week, more than 3 million NIS were transferred to families of hostages and missing persons for immediate assistance.
