Instructors, lecturers, teachers, artists and tour guides


Instructors, lecturers and teachers, artists and tour guides who meet the criteria of the Order on the classification of insured persons (as detailed below), and whose workplace has ceased operations due to the war - may be eligible for unemployment benefits.

Eligibility will be examined according to their compliance with the general conditions of entitlement to unemployment benefits, and the additional eligibility conditions listed here.

Which workers meet the criteria under the Order on classification of insured persons?

Instructors, lecturers and teachers

Any self-employed teacher, instructor or lecturer or anyone employed in the field of training or education, such as university and college lecturers, sport instructors in fitness centers, class teachers, group activities instructors in community centers and so forth.

Training job - It is a job under a prior work agreement for a period of at least 3 months or to provide a series of 7 courses or 7 lectures at least.

Artists

Artists working in artistic or entertainment shows or employed such as show director, comedian, singer, recitalist, reader, musician, conductor, dancer, pantomime, acrobat and magician. This involves any show in one of the above category intended to be recorder or filmed (excluding cases of recording or filming for advertisement purpose).

Artistic job – It is a job under a prior work agreement for a period of at least 3 months or to provide a series of 5 shows at least, and in case of shows with network means - a prior work agreement to provide a series of 3 shows at least.

Tour guides and travel escorts

A tour guide, a medical attendant or other escorts in travels organized by institutions, public organizations and travel offices in Israel and overseas (not including reservations by private individuals).

What documents should be attached to the claim?

Here are the documents to attach by occupation field.

1. For those declared as salaried employee only

  • Work stoppage certificate from the last employer.
  • Declaration of non employment by other employers.
  • Make sure that all of his employers have issued to the National Insurance a Form 100 on his behalf (file including details on wage, date and ground of work stoppage).

2. For those not declared as salaried but meeting the criteria of the Order on classification of insured persons

One must attach the documents listed above in paragraphs 1 and 2.

Declaring income during the unemployment period

  • If you started working as salaried employee during the unemployment period - you must send us a pay slip or certificate to allow us to calculate the amount of unemployment benefit you deserve.
  • If you have income as self-employed and/or qualifying income as self-employed under the Order in the period from 7.10.23 to 30.12.23 - we will not offset from the unemployment benefit you deserve during that period your income according to advance payments, but according to the declaration made by your accountant /tax advisor.
    To that effect, you need to send each month a declaration of income as self-employed during the Iron Swords war (Form BL/1503) signed by an accountant/tax advisor.
    Please note, this income will be offset from unemployment benefits that are due to you for the month of January 2024 onwards.
  • If you have no income in the period from 7.10.23 to 30.12.23 - you need to send us a Form 1503 each month. In such a case, the accountant/tax advisor would report zero income. Please note, without such authorization - we won't be able to pay any unemployment benefit.

Important information!

  • To be eligible for unemployment benefits you need to register with and report in person to Employment Service Bureau, and follow the Bureau's directives. For information about reporting in times of war, visit the website of the Employment Service.
  • Those who need to submit an unemployment benefit claim - can fill out a joint online form to both the National Insurance and Employment Service. Submitting this form will also be deemed first registration with Employment Service.
