Submitting an application for certification as a public entity


Requirements to be certified as public entity:

A public entity will be certified as authorized to refer volunteers if it meets the following conditions:

  1. It is a non-profit organization.
  2. It utilizes at least 250 volunteers a year.
  3. Its management is composed of at least three adults.
  4. Its articles of association specify its objectives and work methods in utilizing the volunteers.
  5. It has been operating regularly for at least 6 consecutive months prior to submission of the application for certification as a public entity, or it has been recognized as a referring entity for the purpose of the National Insurance (Women in Voluntary National Service) Regulations, 5762 - 2002.

Submitting a request to be certified as public entity

The entity meeting above conditions and requesting to be added to the list of organization authorized to refer volunteers, shall file an application Form for Recognition as Authorized Body to Refer Volunteersto the direction of the Work Injury Department of the National Insurance, head quarters office, Jaffa street 217, Jerusalem. The application should include details on the objectives of the entity and its activities in the year preceding submission of the application.

The following should be attached to the application:

  • Articles of association of the entity or another institution under whose auspices the entity operates.
  • List of entity’s managers and their personal information, including their places of business or employment.
  • Operating rules of operating volunteers.
  • Publications related to the activity.
  • Certificate of approval to enlist the association in the associations registrar.
  • Official non-profit certification.
The National Insurance will transfer the application for approval to the Minister of Labour.
