Submitting a claim


A benefit claim should be submitted to the local branch of the National Insurance Institute nearest to the place of residence using the claim for payment of an injury benefit and notice of a work injury form. The body referring volunteers must separately acknowledge the existence of the claim and the details connected with the claim (description of the injury, location and so on). The referral body must sign the form in the designated space for the employer. The claim can also be sent to a branch directly, through the website.

The following documents must be attached to the claim:

  • Volunteer enrolment form from a body competent to enroll volunteers and a photocopy of the volunteer card for the year of volunteering when the he or she has been injured.
  • Mada report, emergency report and other medical document related to the injury.
  • In case of traffic accident, the emergency report as well as all other medical documents related to the injury.
  • A volunteer who was a salaried employee prior to being injured while volunteering should ask his employer to fill out these details in the work-injury claim form: his salary for the quarter prior to his injury as a volunteer, the date of beginning work as well as the dates of stopping and resuming work – if the injury during volunteering caused an absence from work.

Handling the claim 

Volunteers’ claims for benefits are handled according to the customary provisions for approving claims and paying benefits to people who have sustained work injuries.

  • An injury allowance for a kibbutz volunteer is paid directly to the injured person and is not deposited in the kibbutz account, even if the volunteer continues to stay at the kibbutz after the injury.
  • Payments of an injury allowance to a volunteer from abroad who returns to his own country and is still entitled to the injury allowance are sent to his address abroad in accordance with the rules for sending benefits to foreign residents.
