Employer of a foreign worker or resident of the Territories


​Those who employ legal foreign workers, or residents of the Territories with work permits, are entitled to payment for the quarantine days of the workers, in accordance with the conditions of entitlement.

Declaration of quarantine days to the Ministry of Health

Payment will only be made for quarantine days notified to the Ministry of Health. It is therefore important to ensure that employees declare the quarantine period to the Ministry of Health without delay. The identification of a foreign worker with the Ministry of Health is made by means of passport number and the name of the State, as for a resident of the Territories, by means of the Palestinian identity card number.

Submitting a claim for a quarantine benefit for a foreign worker or a resident of the Territories

Before submitting a claim for quarantine days, the employee must contact the National Insurance Institute in order to be registered in the system and receive an identification number (without identification number you will not be able to file a claim).
An identification number can be obtained by internet through our website's passports link system (another registration will not be admitted).
Once the employee has notified quarantine to the Ministry of Health and received an identification number from the National Insurance Institute, you will be able to submit a claim for quarantine benefits. Please enter the identification number provided by the Institute to the employee.

Payment for a foreign worker returning from abroad

The employer of a foreign worker subject to quarantine duty due to his return from abroad, will be entitled to a payment if he meets all of the following conditions:

  • The employee has left Israel for his country of origin after 29.4.20.
  • The employee entered Israel upon returning from his country of origin, in order to work for the same employer with whom he was working before leaving Israel.
