I am acting as head of the tenants committee (Vaad HaBayit) and responsible for hiring a janitor twice a week to clean the common parts of the property. Do I have to open a domestic worker file, and if so, how?

Yes. Tenants committees employing a domestic worker must report and pay insurance contributions on behalf of that employee. The file must be opened at the relevant branch of the National Insurance Institute according to the area of residence. Opening a file by means of the payments website is not an option currently available to tenants committees.
