Return-to-work promotion grant


The return-to-work promotion grant will be paid to evacuees and those working for an employer located in an evacuated area - according to specific conditions of entitlement.

One of the following is eligible for a grant

  • Employed worker, Israeli resident whose permanent place of residence (according to the home address in the records of the Population and Immigration Authority) is located in an evacuated village, and who returned to work for the same employer, and at the same address he worked at prior to 7.10.23.
  • Employed worker, Israeli resident whose place of residence (according to the home address in the records of the Population and Immigration Authority) is anywhere in the country, and who works for an employer located in an evacuated area.

Precision regarding Ashkelon

  • A resident of Ashkelon will be entitled to a grant for the months of November and December 2023 only if he worked in an evacuated area or is himself an evacuee (evacuated to a state-financed hotel or eligible for an occupancy grant).
  • Those who worked for an employer in Ashkelon in the months of November and December 2023 only- will be entitled to a grant provided general conditions of entitlement are met.

Conditions of entitlement

  • The worker returned or continues to work for the same employer as he previously did, in at least one of the months of July-September 2023. The employment must be for a working time that is customary in this workplace.
  • The worker came in person to the workplace at least 11 days per month.
    In the count of 11 days will not be included the days of remote work from home, nor sick days or days of paid leave.
  • The employer is not a public employer.

Period of entitlement

  • As of today, one can receive a grant for the months of November and December 2023 - including residents of Ashkelon who worked in an evacuated area or are themseves evacuees, as well as those who worked for an employer in Ashkelon.
  • Entitlement to the grant for the months of January to March 2024 will be examined each month, based on the list of evacuated localities.

Please note that during that time Ashkelon is not considered an evacuated city, and therefore does not entitled to a grant as evacuated workplace nor as evacuated resident.

Grant amount

NIS 3,000 per month.

How to submit a grant claim

Submitting a claim through the employer

  • The employer needs to submit each month a claim for a grant on behalf of the worker online on the website.
  • Please note, before submitting a claim, you have to issue to us the worker's monthly wage data (Form 100). Without this form, we won't be able to process your claim.
  • For each month, a claim must be submitted at the beginning of the next month, but by 1.1.25 at the latest.
    For instance: for the month of November, a claim can be submitted at the beginning of December.

The worker will receive a SMS message from the National Insurance notifying him of the submission of the claim.

If the employer did not submit a claim

The worker can submit a claim on his own. We are currently working on developing a dedicated form for the worker. We will notify you on the website when this form is ready.

Until when a claim for promotion grant can be submitted ?

  • The employer can submit promotion grant claims for a worker after each month of eligibility, but by 1.1.25 at the latest.
  • A worker whose employer did not submit a claim on his behalf - can submit a claim on his own on the website, after 60 days have passed since the month of eligibility for the month, and not later than on 1.7.25.


When will the grant be paid?

  • A claim approved from the 1st to the 18th of the month - will be paid on the 21st of that same month.
  • A claim approved from the 19th to the 28th of the month - will be paid on the 2nd of the next month.
  • A claim approved from the 29th to the 31st of the month - will be paid on the 21st of the next month.

Grant payment

The worker will receive the grant on his or her bank account as updated at the National Insurance.

Is it possible to receive a "return-to-work promotion grant" as well as a "agriculture and construction work incentive grant"?

  • One cannot receive both a promotion grant and an incentive grant in the same month.
  • A person eligible for a promotion grant and an incentive grant in the same month - will receive whichever grant is higher.
  • A person eligible for a promotion grant with more than one employer in the same month - will only receive one grant.
