The National Insurance will distribute NIS 12 million for the commemoration of hostile actions casualties

The National Insurance Institute has issued a call for proposals to commemorate hostile actions casualties and increased its dedicated budget by NIS 9 million from last year

The National Insurance has issued a call for proposals to local authorities, public institutions and non-profit associations to obtain financial support for the commemoration of hostile actions casualties, which is budgeted at NIS 12 million.

  • This year, in line with the painful reality, the National Insurance has increased the amount by another NIS 9 million compared to the previous year, when the scope of call for proposals reached NIS 3 million, which was distributed to 63 public projects and bodies to commemorate victims of terror, such as a commemoration project at the Sderot police station, the expansion of the Wall for fallen soldiers in the Eshkol Regional Council, which suffered many losses, and more.
  • The project is intended to commemorate the victims of hostile actions and those murdered in the 7/10 disaster and the Iron Swords war in the public space with a non-perishable commemoration element: the construction or renovation of a monument, a memorial room, writing a book, producing a film, digital commemoration, and so on.
  • It should be noted that the National Insurance does not limit the number entities able to apply, but rather states that anyone who meets the conditions will receive a financial support.
Furthermore, if an unused budget remains in one of the activity types, it will be divided among the other requests for that same activity.
  • The National Insurance Institute's Hostile Actions Casualties Division will manage the procedure and determine the amount of assistance according to various indicators: the element must commemorate hostile actions casualties in a collective manner (two or more victims). Priority will be given to a local authority in whose territory there is no memorial site for the victims of hostile actions.
  • The amount of support for each project can reach up to 300 thousand NIS, according to criteria such as: the type of project, the cost of the project and the number of fallen victims commemorated in it, etc.
  • Each local authority, public institutions and non-profit organizations can submit one application for only one commemoration project/element.
The application form (BL/373) can be submitted until the beginning of July, on 9.07.25, Tammuz 13.
  • If the commemoration consist in a monument - if additional casualties die in the future, the local authority/public institution commits to commemorate them in this monument.

Minister of Labor Yoav Ben-Zur: "We carry with us the memory of the hostile actions casualties from the days preceding the State to the difficult periods that the State of Israel experienced in its wars. The memory, honor and commemoration of the fallen are among the most important foundations in a moral society, and the National Insurance Institute and its employees see this as a public mission of the highest order. We work to assist and support commemoration projects - from establishing monuments and memorial rooms to producing films and other activities. This year, perhaps more than ever, the need for other forms of commemoration - closer, community-based and embracing - has grown stronger."

Zvika Cohen, Deputy Director General of the National Insurance Institute: "The National Insurance Institute sees deep importance in preserving the memory of those who died in hostile actions.
We are working to create spaces that allow the personal stories of the murdered to be presented, alongside places designated for communion and remembrance - for families and the entire community. Our commemoration project is part of the national fabric of the State of Israel, and in times of war and crisis, its role takes on even deeper meaning. With this understanding, we allocate dedicated resources to support commemoration projects that look pain in the eye, but also give room for hope and the continuation of life. We are proud to take part in shaping a shared and meaningful memory for those who lost the most precious to them."
