Here is a list of benefits related to housing:

Housing loans and grants – for widowers/widows and bereaved parents

To obtain these benefits, one must contact the Rehabilitation Department of the branch nearest to the place of residence or through the website.

Widowers, widows, bereaved parents and orphans who lost both parents in hostile actions - are entitled to loans and/or grants for solving housing issues in accordance with the terms and conditions that are determined from time to time. A rehabilitation committee considers each and every application, and should it decide to approve it, determines the amount of the aid according to the provisions and subject to the annual budget approved for this purpose. The aid for solving housing problems is one-time payment and applies to a single entitlement clause only (home purchase, or home replacement or renovations or coverage of debts etc.). 

Housing funding aid under private rent

  • Homeless widowers and widows with children, and homeless bereaved parents who apply for a contribution towards funding of private rent – shall be given the aid, as aforesaid, for the first year following the tragedy, with an option for another year's extension (second year). In the course of the second year, the applicant should provide a practical plan for a permanent residence. With the lack of such a plan for permanent residence, no extra aid for rent shall be given in addition to the first two years approved as mentioned above.
    If the applicant has provided a plan for permanent residence in the course of the second year and he or she is required to continue living for a rent until moving into the permanent residence – aid for funding the rent shall be given for an additional period which shall not exceed one year, and up to 3 (three) years in total.
  • A widower or widow with children and bereaved parents who replace their home due to following reasons: congestion resulting from the number of persons, lower than average building standard, unsuitable environment, health, emotional or family reasons and where a time gap exists between the date of evacuation of their current home and delivery of their new home, for which they request the aforementioned temporary aid for funding rent – aid is given for a period which shall not exceed one year.

Housing grant to orphans

​Orphans of hostile actions victims are entitled to a grant for apartment purchase aid amounting to NIS 132,140 (as of Jul 01, 2023).

Orphans who lost both parents in hostile actions are entitled to a double grant of NIS 264,280 (as of Jul 01, 2023).

Who is entitled to the housing grant?

To receive a housing grant for orphan, you need to meet all following conditions:

  • Age - under 30 years old
  • Apartment purchase - the purchased apartment is your only house
  • Family status - you are single, and did not receive a marriage grant in the past

How to receive the grant?

To receive the housing grant, one must contact the Hostile Actions Casualties Department of your local branch of the National Insurance Institute or by means of the website, and provide the following documents:

  • Purchase agreement - signed agreement between the seller of the apartment and you.
  • In case of a "key money" apartment - notary certificate of purchase of the apartment by a private individual.
  • In case of an apartment purchased with funds from a saving plan - supporting document showing that the effective purchase date is reached.
  • In case of an apartment at early construction stages - detail of instalments to the developer.

Please note that the person who, after receiving a housing grant, claims for a marriage grant, will receive the difference between the marriage grant and the received housing grant. An orphan who lost both parents who meets the criteria for receiving this housing grant - is not entitled to the housing grant paid to a widow or widower due to hostile actions.
