Monthly benefits for widows, widowers, orphans and ex-spouses of victims of hostilities



Widows, widowers and orphans of victims of hostilities are entitled to a regular monthly benefit, as well as various increments to the benefit.

The benefit to a widow or a widower also involves increments for the deceased's orphans, until they reach 21 years of age.

Benefits are paid since the day of the death, provided that a claim for recognition is submitted within 12 months since the victim passed away (for claims submitted on a later term, the benefit will be paid for the last 12 months since the date of claim submission).

The amount of the benefit is calculated based upon the wage of civil servants on the administrative ranking, and according to the age of the widow or widower, the number of orphans and the age of the orphans.

Widowers or widows who live with a child under 21 years of age

They shall receive a benefit at the rate of 253.1% of the wage of a civil servant on the 19th degree of the administrative ranking.

Increment for the child

  • For each additional child, an addition of 11% of the amount of the benefit: NIS 997.58.
  • The widow/er shall receive this this increment until the orphan reaches the age of 21. However, he/she will continue to receive the benefit as long as the child is performing his/her compulsory military service, even if he/she is over 21 years of age, but under 24.
  • A widow or widower who live with children under the age of 18, will receive a gross-up supplement for each child.

Widower or widow whose children have come of age (the youngest is at least aged 21 but under 24)

They will receive a benefit at the rate of 89% of the basic benefit due to a widow/er with one child. Furthermore, a widower or a widow whose children have come of age will receive benefit increment (gross-up supplement) for personal needs. When the youngest child reaches the age of 24 the widow/er is paid a gross-up supplement at a lesser rate.

Childless widowers or widows 

They will receive benefit at the rate of 98% of the benefit paid to widows/widowers with children who came of age.

The amount of the benefit to widow/er without children is NIS 9,986.76 .

Ex-wives of hostility victims who have not re-married

They are entitled to benefits if they meet the following criteria:

  • The ex-wife was 40 years or older at the time of the victim's death, or she is the mother of the victim's child.
  • At the time of his death the victim was obliged to pay the wife's support pursuant to the ruling of a court of law or another tribunal of jurisdiction or as provided by a written agreement.

The benefit amount is determined according to the amount of support received by the ex-wife.

Ex-wife or ex-husband of the deceased victim who live with the child of the deceased

Will receive a monthly benefit for the orphan, as guardian. The benefit is paid to the parent until the orphan turns 21.

Benefit rate: NIS 5,743.88

For an orphan under 18, an increment of NIS 540.64 will be paid.

Orphan in a special situation

If the orphan needs, for medial or education reasons, special treatment or supervision in an institution or other framework, outside his or her mother's home, the National Insurance Institute is allowed to cover the costs of the medical treatment or supervision instead of the monthly benefit.

Widowers or widows who have re-married

They are entitled to a full benefit equal to the amount that was paid to them before re-marriage, and in accordance with the number and age of their children.

Widows who were pregnant at time of their spouse's death

They will receive an increment in the amount of one third of their due benefits. The benefit is paid starting from the seventh month until the end of the pregnancy. After giving birth they receive a one-time grant, worth 3 months of monthly benefit to a widow without children.
