Health Insurance

Every Israeli resident is covered by public health insurance.

The spouse of the victim ( widow/widower and common law couple), bereaved parents and orphans who lost both parents in a hostile action, whose health insurance contributions are deducted from their salary or benefits - will receive a "participation to health insurance contributions" with the monthly allowance.

If they have no income – health insurance contributions will be deducted from the monthly allowance paid to them, in order to preserve their rights as health insurance insured.

For the purpose examining whether to pay them a "participation to health insurance contributions" with the monthly allowance or to deduct health insurance contributions from their monthly allowance - you have to inform the Hostile Actions Casualties Department of the your handling branch if health insurance contributions are deducted from another source of income.

Hospitalization in a medical facility or nursing home

  • The spouse of the victim ( widow/widower and common law couple), bereaved parents and orphans who lost both parents in a hostile action - who, according to a medical certificate, require supervision and care in a long-term care facility, and whose income from any source is not sufficient to finance these expenses, will be entitled to a contribution for the expenses of their stay in this facility. Funding will be provided in lieu of the monthly benefit.
    The amount of the aid is established according to the rate set by the Ministry of Health for daily care in nursing home and income. 
  • A bereaved parent or a spouse entering an independent division - will be entitled to an entrance fee subsidy, provided that there is a long-term care department within the nursing home. Or when such a department has been opened at a later date. The subsidy will not be provided to eligible individuals who purchase a housing unit as an asset in their name.
    The level of participation will be based on a percentage determined from time to time and in accordance with the tariff provided by the Ministry of Health.
  • For a bereaved parent or a spouse who were hospitalized in a rehabilitation hospital, a hospital within a complex long-term care unit or a hospice - their stay is funded by their health maintenance organization (HMO). The National Insurance Institute will cover these beneficiaries for the difference they have to pay in addition to the amount financed by the HMO, minus their income.

Payment for help in daily activities due to a medical disability (help from others)

The spouse of the victim ( widow/widower and common law couple), bereaved parents and orphans who lost both parents in a hostile action - who, due to a medical disability, require the assistance of another person to carry out daily activities, their eligibility for funding of nursing assistance through long-term care companies or by a financial supplement to the monthly benefit for those who employ a foreign worker, will be reviewed.

The amount of assistance will be determined upon the recommendation of a physician and after a deductible payment, provided that the recipient does not receive similar assistance from any other source (long-term care benefit or assistance allowance from the National Insurance Institute, allowance from the Ministry of Defense, etc.).

Travel for medical care

The spouse of the victim ( widow/widower and common law couple), bereaved parents and orphans who lost both parents in a hostile action - who cannot use public transport for medical reasons and have not exercised their right to a car for personal use within the last 4 years (5 years for parents) – are entitled to a contribution towards the cost of taxi fare and/or ambulance for medical care or examination in a hospital or a specialists clinic. The number of approved trips can be up to 10 per month (5 round trips). The number of trips for chemotherapy or dialysis is unlimited.

Medical equipment

The spouse of the victim ( widow/widower and common law couple), bereaved parents and orphans who lost both parents in a hostile action - are entitled to a participation in the purchase or rental of medical devices, according to the list approved by the Department of Rehabilitation and as a supplement to the rights granted by a supplementary insurance/Ministry of Health. A parent staying in a long-term care institute is exempt from deductibles.

Medication

Bereaved parents are entitled to a funding aid for drugs for chronic and non-chronic diseases.

Exercising eligibility is available if the amount of monthly purchase exceeds the gross amount paid regularly with the monthly allowance, after subtracting deductible payments from the monthly allowance.

The spouse of the victim ( widow/widower and common law couple) and orphans who lost both parents in a hostile action - are entitled to funding for drugs for chronic and non-chronic diseases, without subtracting deductibles, since they are not receiving an aid to that effect with the monthly allowance.

The aid is granted only for a drug listed and defined as medication in the pharmacists regulations - Ministry of Health.

The aid does not include vitamins or dietary supplements listed as medication in the pharmacists regulations - Ministry of Health.

The claim is examined by an authorized medical agent. After obtaining primary medical approval, the difference between the price of the drugs paid based on receipts and the amount paid automatically with the monthly allowance will be reimbursed.

Medical consultation

The spouse of the victim ( widow/widower and common law couple), bereaved parents and orphans who lost both parents in a hostile action - who suffer from a chronic illness or who require surgery are only eligible for funding of a medical consultation with a medical specialist, once a year and for illnesses that require prolonged medical treatment or surgery. Reimbursement will be made against invoice/receipt. The maximum amount of reimbursement is NIS 915.

Absorbent products for adults

The spouse of the victim ( widow/widower and common law couple), bereaved parents and orphans who lost both parents in a hostile action - who use absorbent products and pads because of incontinence issues are entitled to a contribution for the cost of these products. Funding is subject to medical approval and receipt. A tax bill/receipt must be submitted to the Rehabilitation Department no later than one year from the date of purchase.

The maximum amount of participation is NIS 381 per month.

Orthopedic shoes

The spouse of the victim ( widow/widower and common law couple), bereaved parents and orphans who lost both parents in a hostile action - who require orthopedic shoes made in a specialized institute for orthopedic devices, upon recommendation by a physician, will receive a reimbursement of up to NIS 976 per year (minus a deductible from the total). Funding is provided once a year, subject to medical approval and receipt.

Alternative medicine treatments

A bereaved parent is entitled to a financial contribution in alternative medicine for up to 20 treatments per year, upon approval and recommendation by the attending physician, presentation of an original receipt, and no later than one year from the date of the expense. The maximum amount of reimbursement is NIS 150 per treatment, and up to NIS 3,000 annually.

Reimbursement will be provided for the alternative treatments listed below:
Acupuncture, bio feedback, hypnosis, holistic weight loss, homotexology, tuina, chiropractic, naturopathy, medical massage, Feldenkrais, Bach flowers, Chinese medicine, reflexology, Shiatsu, Alexander method, Paula method.

It is not necessary to exercise any rights with HMOs and/or complementary insurances.

Convalescence after hospitalization

The spouse of the victim ( widow/widower and common law couple), bereaved parents and orphans who lost both parents in a hostile action - who have been hospitalized for at least four nights, or have undergone chemotherapy or radiotherapy, are entitled to coverage of their hotel stay in the country for up to seven days, once a year, according to the rates provided by the Department rates (after taking up entitlement from HMO or a complementary insurance). This benefit can be claimed up to six weeks after the end of hospitalization.

Participation in financing private surgery for a bereaved parent

Financial contribution for a private surgery (other than cosmetic surgery) will be granted for a surgery performed at the parent's expense, outside the framework of his or her HMO and after exhaustion of his or her rights within the health basket. The maximum amount of reimbursement is NIS 15,668, after deductible payment of NIS 2,624. In addition, if sums have been paid by a complementary insurance, they will also be deducted.

Sight lenses

The spouse of the victim ( widow/widower and common law couple), bereaved parents and orphans who lost both parents in a hostile action - who require special lenses for their glasses, or contact lenses following an eye surgery or a chronic eye disease, are entitled to a participation on their expenses. Participation will be granted upon presentation of original receipts for lenses only, and a certificate from an ophthalmologist regarding the nature of the disease and the need for glasses resulting from the surgery or disease (for initial funding), or a certificate from a physician regarding the need for replacement (renewal).

The maximum amount of participation is NIS 730 per year or up to NIS 1,220 over two years.

Telescopic and microscopic lenses

The spouse of the victim ( widow/widower and common law couple), bereaved parents and orphans who lost both parents in a hostile action - with a certificate of blindness or severe visual impairment may be eligible for full funding of telescopic and microscopic lenses, subject to a contribution from the Department of Welfare and Services to Blind People, and provided the lenses were purchased at the location specified by this Department.

Panic button

The spouse of the victim ( widow/widower and common law couple), bereaved parents and orphans who lost both parents in a hostile action - with chronic diseases (according to a medical certificate), from the age of 65 for single persons or 70 and older for a couple of parents, are entitled to a financial contribution towards the cost of installation and maintenance of distress buttons.

Subscription to a cardio beeper service and cardiology center

The spouse of the victim ( widow/widower and common law couple), bereaved parents and orphans who lost both parents in a hostile action - with health problems are entitled to a financial participation on a subscription to a company providing cardio beeper services, cardiology center and intensive care unit. The amount of the participation is NIS 32 per month or NIS 356 per year.

Dental care

To take advantage of this benefit, first contact the rehabilitation agent with a detailed care plan and a quote. The plan will be referred to a consultant for review of reasonability and cost.

  • Bereaved parents are entitled to partial dental care coverage up to 50% of actual expenses, upon presentation of original receipts and within a maximum reimbursement period of one year from the date of actual payment.
  • The spouse of the victim ( widow/widower and common law couple) and orphans who lost both parents in a hostile action (under 18) - are entitled to partial dental coverage up to 50% of the actual expenses, upon presentation of original receipts, up to an amount of NIS 16,434 per year.
  • An orphan under 18 is entitled to reimbursement of up to 50% of the actual payment, up to a maximum of NIS 4,386.
  • An orphan between 18 and 21 is entitled, according to a special provision amended from time to time, to a reimbursement of 50% of the actual expense, up to an amount of NIS 7,500 over 3 years.

Fertility treatments

Bereaved parents have the right to a financial participation on fertility treatments after exhausting their rights with their HMO and complementary insurance.

The maximum amount of assistance is NIS 26,095 (as of January 1, 2024).
