Contribution in erecting a headstone

The National Insurance is participating in the erection of a headstone for members of bereaved families.
Maximum refund amount: NIS 4,890 for an individual, NIS 9,780 for a couple (as of January 2023).

Who is eligible for a contribution in erecting a headstone?

  • Bereaved parents of a hostile actions casualty.
  • Spouse of the victim (Widow, widower or common law partners).
  • An orphan who lost both parents (provided that the orphan was over 18 at the time of his death).

The closest relative of bereaved parents or of the widow / widower who bore the expenses of erecting the headstone.

To whom the grant is paid?

To the relative who bore the expenses related to erecting the headstone.

How to obtain the grant?

To receive the refund, please approach the Victims of Hostile Actions Department of the branch nearest to the place of residence, with an original receipt. You can also proceed through the website.

Contribution in purchasing a burial plot

The NII contributes in the purchase of a burial plot for family members of a hostile actions casualty.

Contribution amount: NIS 5,746 fro an individual. NIS 11,492 for a couple (as of January 2023).

Who is eligible for contribution in purchasing a burial plot?

  • Bereaved parents of a hostile actions casualty.
  • Spouse of the victim (widow, widower or common law partners).
  • The orphan who lost both parents hostilities (provided that the orphan was over 18 at the time of their death).

To whom the grant is paid?

  • The eligible person who bought a burial plot during his lifetime.
  • The relative who bore the expenses related to erecting the headstone.

How to obtain the grant?

Annual convalescence grant

An annual convalescence grant (for 8 convalescence days) in the amount of NIS 3,592 (for each eligible person).

Who is eligible for an annual convalescence grant?

  • Spouse of the victim (widow, widower or common law partners) receiving ongoing benefits.
  • Bereaved parents receiving ongoing benefits.
  • Orphans who lost both parents in hostilities, are over 18 and receive ongoing benefits.

Please note that those who are partners of or married to a bereaved parent are not eligible for this grant.

How to obtain the grant?

The grant is paid automatically and transferred to the beneficiary's bank account along with the June allowance.

Loans for personal needs and special expenses

  • Spouse of the victim (widow, widower or common law partners) and bereaved parents may be eligible for loans to help finance a son's or daughter's marriage, bar / bat mitzvah and commemoration.
  • Spouse of the victim (widow, widower or common law partners), bereaved parents and orphans who lost both parents in hostile actions, may also get a loan for personal needs, once every three years. Maximum amount of the loan: NIS 7,613 (as of January 2024).

How to obtain the grant?

To check your eligibility for loans, please contact a rehabilitation worker at a your local branch. You can also contact us by means of the website.

Debt relief assistance

Bereaved parents, the spouse of the victim (widow, widower or common law partners), orphans who lost both parents in hostile actions, who have fallen into debts as a direct result of the disaster, are having difficulty coping with prior financial obligations or whose rehabilitation failed and have business related debts, may submit an application for assistance, up to three years from the day the deceased passed away.

Contribution in landline installation and usage fees

Bereaved parents are entitled to a one-time refund of 50% of the fees paid for installing or moving a landline in their private apartment.

Refund rate: Up to NIS 206 for installation fees. Up to 48 NIS for moving a landline.

To receive a refund contribution in landline installation fees, please contact the Victims of Hostile Department of the branch nearest your place of residence with an original tax invoice or receipt. You can also contact us by means of the website.

The spouse of the victim (widow, widower or common law partners) is not entitled to a contribution in landline installation or move.

Contribution grant for landline usage

The spouse of the victim (widow, widower or common law partners), bereaved and orphans whose both parents perished in hostile actions will receive a yearly refund of NIS 293 (as of January 2023) as contribution to landline usage. 

The refund is paid automatically once a year, with the benefit of January.
