Supports for collective commemoration of hostile actions casualties
The Hostile Actions Casualties Division supports local authorities and public institutions in the collective commemoration of victims of hostile actions.
A call for proposals for financial assistance is published once a year.
A grant will be awarded for the creation of sustainable projects commemorating two or more hostile actions casualties, such as the construction or renovation of a monument, a memorial hall, the writing of a book, the production of a film, etc. An application may only be submitted for a single commemoration project.
The eligibility and the amount of the grant will be determined by the Committee of Supports for Collective Commemoration of Hostile Actions Casualties.

An application may only be submitted for a single commemoration project or element.
Please complete all mandatory sections of the form and attach all required supporting documents.

Please note that the Supports Committee may request additional information or documents from any entity requesting support, if it deems it necessary, in order to review the application.
How to file an application:
- The application and required documents must be mailed to the following address:
National Insurance - Hostile Actions Casualties Division, 11 Hatzvi Street, Yermiyahu Corner, 2nd Floor, Room 205, Jerusalem.
Applications must be submitted by Sunday, August 10, 2025, at 12:00 PM. Applications received after this deadline will not be considered and will be rejected outright. - The envelope should be marked "Attention: Committee for Supports to Collective Commemoration of Hostile Actions Casualties."
The envelope should be placed in a designated box during business hours, Sunday through Thursday, between 9:00 and 15:00.
The envelope should not be left with security guards at the building entrance. - For any questions, please contact eivahanzaha@nioi.gov.il before June 5, 2025, at 12:00. Questions submitted after this date will not be answered.
Please specify the section to which each question relates (the email address is reserved for questions and requests for assistance and should not be used to send requests for clarification).
Answers to clarification questions will be published on the website by June 19, 2025.
For information:
- Upon opening the envelopes, a receipt confirmation of the request will be sent to the applicant. For the avoidance of doubt, please note that this acknowledgment of receipt does not constitute confirmation of granting the support.
- Applications will be reviewed by the Supports Committee. The Committee's decisions will be communicated to applicants after review.
