Who is authorized to refer volunteers


The organizations authorized to refer volunteers to volunteering work are a government ministry, the National Insurance Institute, a local council, The World Zionist Organization, the Jewish Agency, and any organization authorized by the Minister of Labour.

A public body will receive authorization to refer volunteers if it meets the following criteria:

  • It refers at least 250 volunteers annually, or has been recognized as a referral body under NII regulations (National Service Girls Volunteering 2002).
  • Its management consists of at least three adults.
  • It has articles of association defining its aims and methods of utilizing volunteers.
  • It has been operating regularly for at least six months prior to requesting recognition as a public body; or recognized as a referring organization under NII regulations (National Service Girls Volunteering 2002).

Receipt of a request to volunteer

Referral of a volunteer to volunteering work by an authorized organization must be done before the volunteer begins those volunteer activities (“Prior Referral”).

The referral is valid only for one year, or less if an earlier date has been determined. A volunteer continuing his activities for more than a year must receive a renewed referral.

Relaxations in volunteer registration because of the war

Because of the war, you do not need to fill out a referral form to register a volunteer, and volunteer insurance will be valid from the prior registration, by the volunteers coordinator of the organization or municipality or Welfare Ministry.

To ensure handling and insurance in case of injury, the registration must include: name, identity card number, volunteering starting date, cellphone number and type of volunteering. This way we will be able to rely on the organization's approval.
