Women staying in a shelter for battered women


Dear Madam,

As you are reaching the shelter, we would like to congratulate you for your courageous decision to break out of the circle of violence.

In the shelter you will receive full assistance in realizing your right to receive an income support benefit from the National Insurance Institute.
Your entitlement to an income support benefit during your stay in the shelter will be examined, provided that you are an Israeli resident and have stayed in the shelter for over 30 days.

To check your rights, you have to submit a claim for income support as of the 25th day of your stay in the shelter, and on conditions that you intend to extend your stay in the shelter beyond 30 days. Besides, you may receive a claim form through a direct inquiry at local NII branch near the shelter or with the help of shelter's staff, who will report your arrival to the National Insurance Institute and receive a personal claim for on your behalf.

You must complete the claim form and provide it to the National Insurance Institute (at a branch directly or by sending via email or fax, with shelter's assistance) as soon as possible.

Please note,

Your entitlement to a benefit may start only as of the month of submission of the claim, it is therefore advisable to not defer the claim's transmission in order to avoid months of entitlement. Sending the claim when all its fields are filled out is worthwhile even if your are still missing some supporting documents. Missing documents can be submitted within 21 days of the day of submission of the claim to the National Insurance Institute.

The National Insurance Institute will send you a notification to the shelter's address regarding your eligibility or ineligibility to the benefit.

Important information:

  • During your stay at the shelter you are exempted from the "employment test", and do not have to report to Employment Service as a requirement to receiving to allowance.
  • If you are paid a disability pension or alimony, they will be deducted from the amount of the benefit.
  • If you have an income from work, it will not be fully deducted.

It is import to inform the National Insurance Institute, close to your check out of the shelter, so that we may give you some guidance regarding the requirements to the continuation of your right to the benefit. Furthermore, at the time you leave, you can obtain an advance payment on the amount to which your are entitled, to make arrangement on the start of your new path.
