​All Rehabilitation tracks for Victims of Hostile Acts

Dear victims of hostile actions,

Beyond financial assistance, you are also eligible for a variety of rehabilitation options that include mental health care, complementary medicine, funding for vocational training and assistance returning to work, and more.  

We at the National Insurance Institute invite you to take advantage of this entitlement and take care of yourself in the way that best suits you. 

For your information, the Ministry of Defense's "One Soul" reform applies to victims of hostile actions who have been determined a disability level of 20% or higher, and within the framework of the reform, eligibility for treatment for victims was expanded as detailed on the website. 

On 13.02.2026, a group of victims of hostile actions (including surviving hostages) shared the soccer field with former starts of Israel's international selection, for a friendly game organized by the National Insurance Institute in order to increase awareness on the take-up of rehabilitation rights.
This game is part of an explanation campaign led by the National Insurance Institute aiming to encourage hostile actions victims to take-up their entitlements as part of rehabilitation tracks and their wide offering. This process came to light from our understanding that beside relieving individual struggles, it is of major importance to increase public awareness and overall take-up of rights.

The rehabilitation is an integral part of the victory and choosing life.

Eligibility for a rehabilitation basket for children (up to age 18)

Tutoring services for children up to age 18

Refund is possible when receiving tutoring services, through one of the registered companies: A.S. Nursing and Welfare, Danel, ORS, MSD, Kidum, Nursing Services Basket, Matan, Tagbur, Amal and Meber, Matav, Public Health Association.

Remedial teaching for children up to the age of 18

Reimbursement is possible when receiving services from the following qualified professionals: learning disability specialists, special education teachers and didactic diagnosticians.

Additional services

  • Speech therapist including stuttering treatment
  • Art and music lessons
  • Sports classes (for example, judo, karate, etc.)

How do you receive the rehabilitation and treatment basket?

You must contact the therapist or educational institution listed above, pay independently and send us the receipt and claim online here on the website.

You must ensure that the name of the eligible person, including the ID number of the service recipient, appears on the receipt, and for whom the receipt is submitted, including details of the service provided for it.
