Claim handling process

There are several mobility benefits, each with different conditions of entitlement. The mobility claims officer at your local NII branch will assess your entitlement to all these benefits.

The stages for handling a claim for a mobility benefit are as follows:

Examination by a Ministry of Health's Medical Committee at the regional Health Bureau

You have to contact the Health Bureau in your area and be examined by a Ministry of Health's Medical Committee

Submit an appeal to the Medical Appeals Committee

If you are not satisfied with the decision of the Medical Committee, you may submit an appeal. The NII also may appeal against this decision. The appeal must be submitted within 60 days of the day that you received the protocol of the Medical Committee.
After submitting the appeal, you will be summoned to a Medical Appeals Committee for an additional medical examination.

Checking eligibility for a benefit from the National Insurance

A claims officer examines your claim

A claims officer in the Mobility Department will check whether you were examined by a Medical Committee at the Health Bureau or by a Medical Appeals Committee subject to the Ministry of Health, and will examine whether you meet the conditions of entitlement to the benefit.

If needed, you will be asked to send us documents.

A physician of the National Insurance Institute examines the decision of the Medical Committee of the Ministry of Health

After being examined by the Ministry of Health's Medical Committee, you will receive a medical protocol from the Committee with its decision, including the determined percentage of mobility disability and the Committee's grounds.
The physician of the National Insurance Institute receives a copy of this protocol as well, and decides whether to accept the decision of the Medical Committee, and if so, whether the ruled percentage should be fixed temporarily or permanently, or to appeal against it.

In case you need a special vehicle - examination by the vehicle size committee of the Medical Institute for Road Safety

If, for health reasons, physical limitations or driving limitations you need a "special" vehicle and you have requested (on page 5 of the claim form) to be examined by a vehicle size committee, your request will be transferred to the Medical Institute for Road Safety.
If you were examined by the vehicle size committee and are not satisfied with its decision, you may appeal against the decision before a review board of the Medical Institute for Road Safety within 60 days of the day that you received the decision of the vehicle size committee.
The NII is also entitled to appeal against this decision.
The NII will reach a decision regarding your claim for a mobility benefit, only after receiving the decision of the vehicle size committee.

Decision on your claim

The claims officer in the Mobility Department will reach a decision on your claim after being in possession of all relevant information and required documents.
The decision will be sent to you by mail and will also appear on your Personal Service account.
