Monthly benefit
The amount of the benefit for an orphan who lost both parents in a hostile action is calculated as a percentage of the salary of civil servants at grade 19 of the administrative ranking,
and social advantages are added to it as a monthly gross-up.
Benefit amount:
- For an orphan under the age of 18 - NIS 8,665.75 (as of Jan 01, 2025)
- For an orphan aged 18 and over - NIS 10,525.4 (as of Jan 01, 2025)

Special grants for orphans who lost both parents
Organization grant
For orphans of both parents who have reached the age of 18, the grant is paid automatically and there is no need to submit a claim. If the person was orphaned before the age of 18, the grant will be paid when the orphan reaches the age of 18. Grant amount - NIS 102,210.
Additional grant for a person orphaned before 1.10.2000
An additional grant of NIS 200,000 is paid to an orphan of both parents who was orphaned before 1.10.2000.
The grant is paid automatically by the Hostile Actions Casualties Department.
Housing grant

click herePlease note, an orphan who is not entitled to a housing grant because of his age or his family status will be entitled to a grant for the purchase of a first apartment / replacement of an apartment, or for the coverage of a mortgage debt, in the amount of the assistance paid to a widow without children, or to a renovation grant.

Assistance in vehicle matters
To receive the benefits in vehicle matters, you are requested to contact the Rehabilitation Department at the branch handling your file in advance.
Studies
Contribution towards the costs of studies and extracurricular activities (for the orphan himself):
- For orphans in grades 1-6, a grant of NIS 1,720 per year.
- For orphans in grades 7-9, a grant of NIS 2,040 per year.
- For orphans in grades 10-12, a grant of NIS 2,520 per year.
The grant is paid automatically, within the monthly benefit, close to the beginning of the school year.
Rehabilitation
To receive assistance in the following matters, you must submit an application to the Rehabilitation Department at the branch handling your file:
Vocational rehabilitation
Vocational training and higher education - an orphan of both parents is entitled, from the age of 18 and over, to the funding of vocational assessment, a preparatory course and vocational training until he completes his vocational studies, or to the funding of higher education studies until he receives his bachelor's degree. The funding includes a contribution towards tuition fees and an annual grant for books.
An orphan who receives a monthly benefit is not entitled to a subsistence allowance during the period of studies.
Occupational rehabilitation
An orphan of both parents is entitled to assistance with job placement, through the Rehabilitation Department at the handling branch.
Economic rehabilitation for an independent business
An orphan of both parents who has not realized his entitlement to assistance with studies, and who wishes to establish a business or to consolidate an existing independent business, is entitled to a loan,
subject to the maximum loan rates determined from time to time.
Loan amount:
- Loan for a first business - NIS 103,446
- Loan for the consolidation of an existing business - NIS 22,120

Benefits granted by other bodies
Recipients of benefits from the National Insurance Institute are entitled to benefits and discounts at institutions and organizations such as the municipality, the electricity company, the water authority and more.

Other important details
- Under the law, the National Insurance Institute does not pay several benefits for the same period of time. Therefore, if you are entitled both to a monthly benefit and to a subsistence allowance from the Rehabilitation Department, you must choose between the benefits.
- Benefits paid to orphans of hostile actions that serve the same purpose, such as driving lessons, the organization grant for an orphan and the widowhood grant for a widow, the housing grant and more - the benefit paid to the orphan will be in the amount determined for a hostile actions orphan or in the amount determined for a hostile actions widow, whichever is the higher of the two.
The Organization of Victims of Hostile Actions
The organization operates as a non-profit association and represents victims of hostile actions (disabled persons and families of those killed) under the law.
The aims of the organization are to preserve and improve the rights of the families of those killed, and to present and represent their interests before the various institutions.
Orphans entitled to monthly benefits under the Victims of Hostile Actions Law are entitled to be accepted as members of the organization.
For members of the organization, monthly membership fees will be deducted from the monthly benefit, at the end of 60 days from the date of approval of the claim.
The membership fees will be transferred to the organization's account.

Appeal against the decisions of the Institute
If the National Insurance Institute has rejected your claim, you are entitled to apply to the Regional Labour Court and to file a claim against the decision.
The appeal must be submitted within 12 months from the day on which the Institute's decision was delivered to you.
