Medical treatments and prolonged hospitalization


The parent of a child receiving medical treatments and/or being hospitalized, may be entitled to a disabled child allowance, provided that he meets the basic requirements.

Here are a few links to specific information about the following treatments: infusions, stoma surgery and bladder catheterization.

Treatments and tests entitling to a benefit

Entitlement is determined according to the type and period of medical treatments received by the child:

1. Fixed medical treatments

The child receiving several fixed medical treatments, as detailed below, over a period of at least one year, may be entitled to a disabled child benefit from age 91 to 18 years and three months.

Benefit rate is 100% and amounts, with the additional monthly pension, to NIS 3,479 .

To be entitled, your child must receive either 3 different treatments for a single disease, or 4 different treatments for two diseases or more, among the treatments listed below:

  • Treatment by inhalation or inhalers at least twice a day.
  • Daily treatment with antibiotics, cardiac pressors or diuretics, anti-seizure medications,  immunosuppressants or drugs stabilizing blood pressure.
  • Daily physiotherapy due to a physical impairment, as prescribed by his physician.
  • Follow-up treatment in a clinic of specialist physicians.
  • Inpatient or home hospitalization due to a physical or mental impairment, provided that the minimum overall hospitalization period is of either 30 days over six months or 45 days over a year before you submitted the claim. 
  • Changing bandages and local treatment at least twice a day, or use of a pressure suit, when the injured area covers at least one fifth of body area.
  • Permanent supervision - requires, in a far greater extent than children his age, the constant presence of others by his side in order to prevent danger to himself and others.

2. Recurring Blood Tests

The parent of a child requiring blood tests on a regular basis, may be entitled to Disabled Child benefit from age 91 days to 18 years and three months.

Benefit rate is 100% and amounts, with the additional monthly pension, to NIS 3,479 .

To be entitled, your child must have blood tests that cannot be performed at home, with a minimal frequency of once a week for at least six months.

3. Heavy medical treatment at hospitals and prolonged hospitalization

As of August 1, 2016, the parent of a child under heavy and prolonged medical treatment, may be entitled to a disabled child benefit at increased rate, from birth to age 18 and three months.

Benefit rate is 188% and amounts, with the additional monthly pension, to NIS 6,542 .

To be entitled, the child must meet, for at least three consecutive months, all of the following conditions:

  • He receives a medical treatment at an hospital (including dialysis, home-TPN and children with acute immune deficiency).
  • As results of this medical treatment, he is unable to reach an approved educational or therapeutic institution, at least three days a week.
  • The parent or the benefit recipient takes a significant part in his treatment.

An increased benefit is entitled for the following treatments: dialysis, oncological treatments, intravenous feeding, transplantation.

Please note, the above relate to an amendment effective as of August 1, 2016. If, even though your child meets all above mentioned conditions, you do not receive an increased allowance rate (188%), please fill out the form for re-examination in order to evaluate your entitlement to an increased allowance.

Documents to be submitted       

  • Claim Form for Disabled Child Allowance (fill and send the form on-line / download the form).
  • Updated medical certificate detailing the child's medical and functional condition, mentioning medical history, type and frequency of treatment received.

Attaching all above documents to the claim will enable us to determine the allowance eligibility without summoning the child to appear before the Medical Board.

Should eligibility be established upon the documents, your right to require, within 45 days, an examination by the Medical Board in presence of the child is reserved.

Benefit rates

The child under fixed medical treatments or requiring blood tests, is entitled to a benefit rate of 100% and the additional monthly pension, which amount overall to NIS 3,479 .

The child under heavy medical treatment in hospital or hospitalized for a prolonged period, is entitled to a benefit rate of 188% and the additional monthly pension, which amount overall to NIS 6,542 .

The benefit is paid retroactively for up to one year prior to the date of claim submission.

Important

  • You are entitled to receive, free of charge, advice and preparation for appointments at the Medical Board provided by "Helping Hands" centers.
  • If a child, entitled to this benefit, has been hospitalized for more than a year, his entitlement will be re-examined according to the basic requirements.
  • It is recommended to read further on developmental delay (until age 3) and on child depending on the help of others in activities of daily living (from age 3). It is important to note that these types of benefit require the actual examination of the child by the Medical Board.
  • If you were summoned to appear with your child before a Medical Board and your child does not require assistance for everyday functions – you may request these activities to be excluded from examination.
  • Prior to the Medical Board, it is recommended to prepare a list of your child's medical problems, and to indicate, during the Board, how these medical problems affect the functioning of the child and his parents.
  • Receiving a disabled child allowance entitles to benefits from other institutions and organizations.
