Collective long-term care insurance for hostile actions disabled victims


Following an agreement reached by the Association of Victims of Hostilities with the Organization of IDF Disabled Persons  and Harel Insurance Company Ltd., the hostile actions disabled victims, who receive a monthly benefit from the National Insurance Institute, can subscribe to Harel's Collective Long-term Care Insurance Policy. 
Today, absent the possibility to subscribe to a private long-term care insurance, the agreement makes long-term care insurance accessible to you, providing you with an economic-medical safety net in nursing situations.

  • Disabled people who are already insured with a collective long-term care insurance for the hostile actions disabled - do not need to renew their policy. The insurance policy will be automatically renewed to them while maintaining the continuity of insurance.
  •   Disabled persons who have not yet exercised their right to subscribe to the collective long-term care insurance - can subscribe until 31.10.2023 to the collective long-term care policy for hostile actions disabled victims, subject to the terms of the policy.  They will also be given the opportunity to add family members (spouses and children) individually to the policy, and purchase additional extensions to the policy.

How do I subscribe to the insurance?

In recent weeks, letters and messages regarding the renewal of the policy for an additional five years have been sent to those eligible for subscription.
A disabled person who wishes to check the possibility of subscribing to the insurance shall fill out the form sent to him or the online form.
The online form will be sent to us automatically once it is completed.
The form filled-out by hand must be sent completed and signed by email at  bitoachsiudi@nioi.gov.il or by fax at 02-5382417.
It can also be delivered at the offices of the Association of Victims of Hostilities: at 9 Beit Oren St., Tel Aviv or by fax at 03-6884724 or by email at irgun@irgun.org.il.

The form must be delivered without delay by 31.10.23.  After that, you won't be able to subscribe to the insurance.

Please note that after sending back the form, the representative of the insurance agency "Simon Insurer" will contact you to continue the process.
It is clarified that the mere submission of the form as stated does not constitute a subscription to the insurance, and in order to properly subscribe insurance, it is required to comply with the conditions of subscription set forth in the policy, including medical underwriting.

Further information about the policy

The rate of state participation in the monthly insurance premium will be above 50%, or approximately NIS 119.98 per month (compared to the rate of participation of 37.5% prescribed in the previous agreement). 

Out of this amount, a monthly sum of NIS 99.28 will be paid from the State Treasury, and a sum of NIS 20.7 additional monthly premium, which will be transferred by the National Insurance Institute for each hostile actions disabled victims covered with collective long-term care insurance (all amounts are linked to the consumer price index).

In an annual calculation, the state will participate in an amount exceeding NIS 1,400 for each disabled person insured with collective long-term care insurance (linked to the consumer price index).

For your information!

  • The National Insurance Institute wishes to clarify that despite the aforementioned financing, disabled victims of hostile actions are in contractual relationship with the insurance company "Harel" through the insurance agency "Simon Insurer". The National Insurance Institute has no connection with the procedure and all medical examinations and findings subject to medical confidentiality, which are not communicated to the National Insurance Institute.
  • The monthly compensation amount for a nursing event occurrence according to the policy, is NIS 4,362.98 linked to the index (as defined in the policy) for a maximum period of 60 months, after a waiting period of 90 days from the date of the occurrence of the insurance event. There may be changes in the amounts of the monthly compensation and premium  in accordance with the terms of the policy.
  • A person who has not yet reached the age of 3 years on the date on which he was first paid a monthly benefit as a hostile actions disabled victims - will be entitled to join the policy from the age of 3 years or more, if he signed the said form (through a guardian), within 180 days from the day he turned 3 years old, and subject to his compliance with the underwriting and accession conditions set forth in the policy, provided that at the time of actual subscription he actually receives a benefit from the National Insurance Institute.
