Assistance with housing is provided as partial assistance only, and as an addition to the assistance provided by the Ministry of Construction and Housing, private sources or any other source.
Assistance options
Housing loans
Persons with a 20% degree of disability or more may be entitled to a loan as housing assistance, to meet one of the following needs: purchasing a first apartment as a person "lacking housing", moving to a different apartment, assistance in covering part or all of one's burdensome mortgage, or for renovations. Moreover, one may be entitled to a loan for "first arrangements" for getting organized in one's apartment. The rate of the loan is determined in accordance with its aim, the degree of disability, the actual expenditure and the amounts determined by the Ministry of Defense.
Grant for purchasing a first apartment (to those "lacking housing")
A disabled person lacking housing may be entitled to a grant to purchase an apartment on a low floor without a lift or an apartment in a building with a lift (up to the second floor).
The amount of the grant is determined in accordance with the type of injury and the degree of disability. The grant is a lump-sum, one-time grant.

Home replacement grant
Persons with a disability level of 35% and above due to a leg injury, or 60% and above for a heart or lung injury, or 90% to 100% for all types of injury, who have owned (prior to their injury) a flat on a high floor and have been forced to replace it due to their disability to a flat on a lower floor without a lift or to a flat in a building with a lift (up to second floor), are entitled to a home replacement grant.
The amount of the grant – up to NIS 169,740 (as of 1.12025)

Exemption and discounts when purchasing a home
- 95% discount on the purchase tax for purchasing a residence home or the land plot for its construction for persons with a permanent disability level of 19% and above.
- Exemption on mortgage registration fee at the Land Registry Bureau for those with a permanent disability level of 20% and above or 10% and above for those disabled who receive a pension.
- Exemption from payment of assumption fees on land transfer for those with a disability level of 50% and above, who possess a home under a lease agreement and reside in it constantly.

Rental Assistance
- Private home rental - for those whose disability rate is over 50% and meets additional criteria in accordance with the instructions of the Ministry of Defense.
- Every eligible person who receives financial assistance for rent - is required to pay a deductible on the rent.

Discount on payment of municipal tax ("Arnona")
Persons with a disability level of 10% and above (including those with a disability level of 10% to 19% who have received a one-time grant) are entitled to a discount on municipal taxes (rates).
The discount rate is determined by the local authority according to the housing density.
The discount is given according to an entitled list submitted by the National Insurance Institute to the local authorities once a year (until the lists from National Insurance are submitted to the local authority, you can obtain a one-time confirmation for the local authority, at the Victims of Hostilities Department at your attending local NII branch).
Those with a special disability level of 100% are entitled to an additional refund of 40% for the rates paid after the discount (for the current tax year only). To receive the refund please contact the Victims of Hostilities Department at the Head Office of the NII on 13 Weizmann Blvd Jerusalem, and attach a payment confirmation (after the discount).
