Conditions of entitlement


Important information!

  • In the examination of eligibility for income supplement, your and your spouse gross income from work and sources other than work (such as car, real estate, financial assets and more) are taken into account. In some cases, eligibility may be examined separately from the spouse.
  • The maximum amount of income allowing the receipt of a full or partial income supplement, is determined according to your age and matrimonial situation.
  • If you are member of a kibbutz or cooperative moshav, you will not be entitled to an increment of income supplement.

First condition: Income

Here is the calculation method of income for purpose of assessing eligibility for income supplement (as of Jan 01, 2024):

Please note that the amounts set forth in below examples are for explanatory purpose only, and are not representing the actual amounts of entitlement.

For a person with income from old-age pension and/or survivors pension

You receive an old-age and/or survivors pension and have no other income.
The income from pension allowing an income supplement is up to NIS 4,132 for an individual, or up to NIS 6,529 for a couple.

For instance:

Two spouses receiving an old-age pension: a NIS 1,500 pension for the man, and a 2,000 for the woman, or NIS 3,500 overall. The couple has no other income.
The maximum amount of income supplement for a couple is NIS 5,000, since the couple has income from pensions, they need to be deducted from the supplement to obtain the amount of supplement to which they are entitled.
Entitled amount of income supplement: 5,000-3,500 = NIS 1,500

For a person with income from old-age pension and/or survivors pension + work income

You receive a pension and also have work income.
The work income allowing an income supplement is up to NIS 2,946 for an individual, or up to NIS 3,447 for a couple.

If your income from work exceeds above amounts, 60% of the exceeding income will be deducted.

For instance:

You are an individual receiving an NIS 2,000 old-age pension, and earn an income of NIS 2,500 from work.
Maximum work income allowed for an individual - NIS 2,000
Income supplement amount for an individual - NI 3,000

We will subtract the allowed work income, the balance is multiplied by 60%. The result after this operation, and the full old-age pension, are deducted from the income supplement for an individual.
2,500-2,000=500
60%*500=300
3,00-2,000-300= NIS 700
Entitled amount of income supplement: NIS 700

For a person with income from old-age pension and/or survivors pension + income from retirement pension

You receive an old-age or survivors pension and also have income from retirement pension.

The income from retirement pension allowing a full income supplement is NIS 1,630 for an individual, and NIS 2,570 for a couple.

If your income from retirement pension exceeds above amounts, the exceeding income will be deducted from the income supplement.

For instance:

The husband receives an old-age pension of NIS 2,000
Couple's income from retirement pension - NIS 4,000
Allowed income from retirement pension for a couple - NIS 2,500
Amount deducted from the benefit - 4,000-2,500=1,500
Amount of income supplement for a couple - NIS 5,000
Entitled amount of income supplement: 5,000-2,000-1,5000 = NIS 1,500

For a recipient with income from old-age pension and/or survivors pension + work income + income from retirement pension

You receive an old-age or survivors pension and have income from work and retirement pension.

For a person with income from old-age pension and/or survivors pension + income from capital or property

You have income from capital or property, and overall amounts from those sources and from benefits of the National Insurance Institute do not exceed the amounts specified in this table, you maybe entitled to an increment of income supplement.  For details, please see the section on assets.

For a person with income from old-age pension and/or survivors pension + income, deposits or provident funds

If you have savings, cash deposit or provident fund of an amount not exceeding NIS 39,224 for an individual or NIS 58,836 for a couple, you maybe entitled to an increment of income supplement.  For further details, please see the section on assets.

For a person with income from assets

Second condition: Vehicle ownership

Vehicle owners (including motorcycle) as well as those using a car on a regular basis which is not their own, may be entitled to an increment of income supplement if the value of the vehicle is below NIS 63,180 .
If you own one vehicle valued above that amount, or two vehicles, even of a value below NIS 63,180  - you may only be entitled to an income supplement in special circumstances - click here to learn more

Calculating vehicle value

Car value is determined according to the "Levy Itzchak" price list, and based on vehicle license data: such as model, production year, owners, and the likes. 

Please note, from the vehicle value as per "Levy Itzchak" price list will be deducted a credit amount of NIS 18,960 or NIS 10,855 - depending on your age and your income from work.

Staying abroad

Under certain circumstances, one may also receive an income supplement while staying abroad, although they are some restrictions in this matter.

Please note: A person planning on leaving Israel for any reason must notify the National Insurance Institute in order to let us examine the continuation of your eligibility for the supplement. For details, please see the section staying abroad.
